  4. Negative Comments Summary • No ITE accountability • Schedule, schedule, schedule • Budget • Quality • (no mention of hourly rate)

  5. ITE Comments • “Yes, we’ve improved; we want to do better” • DAS (ITE) is not State Appropriated Agency • Building on our existing (and future) infrastructure

  6. My Comments • Need Two Things to have IOWAccess be a success….to build eGovernment Access for the Citizens of Iowa. • Vendor Accountability • ITE • Agency IT Staff • Outsource • Build a “strong basement” to Iowa’s Information House

  7. Strong Information Infrastructure • - Enterprise Standards/Adherence • + Reduces Maintenance Costs • + Allows for greater ‘re-use’ • - TGB : IOWAccess has no control over this • Control through our documents supporting the process, and review of those documents.

Solution for Vendor Accountability(Accountability to the Council) • When Funding Is Requested • Agency Shows Completed Documentation to Interested IOWAccess Council Members • Council Approves Funding • Agency negotiates with ITE on reasonable start date. If not agreed, then agency gets another vendor.

  11. What This Solution Will Do… • ITE gets first ‘crack’ at being the preferred vendor; builds the strong Iowa Information Infrastructure. • Holds Vendor and Agency Accountable for Schedule • Documentation will hold Vendor and Agency Accountable for Quality and Budget
