What is DVIS? • The Domestic Violence Information System (DVIS) is a centralized repository and source for information about defendants and victims involved in domestic violence. • The purpose of the project is to facilitate more effective interventions for battered women and their children by promoting collaborative involvement by the courts, child protective services, and social services providers.

  3. Where DVIS Came From • DVIS grew out of the requirements that were identified from a Violence Against Women Act (VAWA) grant awarded to the State Attorney’s Office.

  4. DVIS Project Goals • To create an information system that will share information between agencies. • To protect the safety of people exposed to domestic violence. • To hold offenders accountable for their actions. • To have this system duplicated in the various circuits within Florida.

  5. Build it and they will come • Create an application that is far more beneficial to use than to avoid. • Involve Stakeholders in the process. • Create a tool that is useful and easy to use. • “Build it their way.” • Make technology a useful tool.

  6. The DVIS Application is • A collaborative project involving law enforcement, criminal justice, social service and private agencies. • A software development project using quality software development standards endorsed by the Software Quality Institute and the IEEE Computer Society.

  8. Changes Observed During the Project • Information is available to multiple agencies very quickly. • Business processes are being changed. • New ways of doing things are being recommended.

  9. Community Benefits • Improved communication between agencies • More information is available to law enforcement,courts and agencies • Cases are more easily identified by Family Court • Student problems can be better addressed

  10. Outreach Strategies • Stakeholder Involvement • Provide an Information Platform • Develop trust between Stakeholders • Maintain open lines of communication between all agencies involved

  11. Business Benefits • Business processes have been modified and streamlined • Notification of compliance/non-compliance is instantaneous creating a paradigm shift • Victim confidentiality is maintained through system security and selective access.

Business Process Improvements • Eliminate redundant reporting requirements. • Eliminate 116 data entry steps per client per program for the Batters Intervention Programs (BIPS) • Eliminate 38 manual steps per case • Immediate notification of compliance, non compliance, incidents, enrollments.

  14. Training • All stakeholders will receive training in DVIS and STAC where applicable. • User Guides will be developed to serve agencies that use DVIS.

  15. What do we need to do? • Work closely as a team to meet business needs using the new information model • Review the business rules and processes using the new information model. • Recommend changes and additions to DVIS • Use the system.
