Safe & Healthy Schools • Program Purpose To support programs that prevent violence in and around schools; that prevent the illegal use of alcohol, tobacco, and drugs; that involve parents and communities; and that are coordinated with related federal, state, school, and community efforts and resources to foster a safe and drug-free learning environment that supports student academic achievement.

  3. The Safe School Committee Law Title 70 O.S.§ 24-100, Section 487A, of the School Laws of Oklahoma 2005 states that because of the growing concern of threats of violence in our children’s schools, it is the intent of the legislature that local schools and families must work together to address this rising problem by developing safe school committees at each public school site no later than October 1, 1996, and every year thereafter. These Safe School Committees are to be composed of at least seven (7) members. Title 70 O.S.

  4. Safe Schools Committees Act • “The Safe School Committee shall be composed of an equal number of teachers, parents of the children affected and students. The Safe School Committee shall study and make recommendations to the principal regarding: unsafe conditions, possible strategies for students to avoid harm at school, student victimization, crime prevention, school violence, and other issues which prohibit the maintenance of a safe school.”

  5. Title IV Gun-Free Schools Act of 1994 IN GENERAL - Each State receiving Federal funds under any title of this Act shall have in effect a State law requiring local educational agencies to expel from school for a period of not less than one year a student who is determined to have brought a firearm to a school, or to have possessed a firearm at a school, under the jurisdiction of local educational agencies in that State, except that such State law shall allow the chief administering officer of a local educational agency to modify such expulsion requirement for a student on a case-by-case basis if such modification is in writing.

  6. Drug Free Zones • Drug-Free School Zones ask that concerned citizens call when suspicious behavior is observed in the area. • Law enforcement will be vigilant in these areas. • SAFE-CALL Help Line Phone Number • (800) SAFE-CALL Ext. OK1 • Web site: www.oksafecall.com • People in local businesses and neighborhoods can anonymously report suspicious activity without fear of reprisal. The schoolyard and surrounding area must remain a safe haven for our youth. • The law states it is unlawful for any person to distribute, dispense, or possess with intent to distribute, a controlled dangerous substance while on any property used for school purposes or within 2,000 feet of any school property.

  7. WAKE UP CALL • Any Student who is determined to have violated the District Drug Policy will be removed from participation in all scheduled Extracurricular Activities for 45 days and placed on In School Suspension. • May be reduced to half if they participate in a Wake Up Call • 4 to 8 hours • Substance abuse Education/counseling program

  8. School Bullying Prevention Act • It is the policy of this school district that harassment of students by other students, personnel, or the public will not be tolerated. • Harassment and bullying is defined by statute and includes, but is not necessarily limited to any gesture, written or verbal expression, or physical act that a reasonable person should recognize will: • 1. harm another student; • 2. damage another student’s property; • 3. place another student in reasonable fear of harm to the student’s person or damage to the student’s property; • 4. insult or demean any student or group of students in such a way as to disrupt or interfere with the school’s • educational mission or the education of any student; or • 5. create a climate of fear or hostility. “Harassmen

NO BULLYING! • The superintendent shall be responsible for developing procedures providing for: • 1. prompt investigation of allegations of harassment or bullying; • 2. the expeditious correction of the conditions causing such harassment or bullying; • 3. establishment of adequate measures to provide confidentiality in the complaint process; • 4. appropriate involvement of Safe School Committees in education of the causes and effects and prevention of • harassment and bullying; • 5. a process where a written copy of this policy is disseminated in writing annually to all staff, and students are • informed of the content and intent of this policy in accordance with all student discipline policies and • regulations.

  10. Healthy and Fit Kids Act of 2004 • Healthy and Fit School Advisory Committee, to be composed of at least six members. The Advisory Committee may be composed of teachers, administrators, parents of students, health care professionals, and business community representatives. • A public school may combine the Healthy and Fit School Advisory Committee with its Safe School Committee, established pursuant to Section 24-100.5 of Title 70 of the Oklahoma Statutes. • Each Healthy and Fit School Advisory Committee shall study and make recommendations to the school principal regarding: • • Health education; • • Physical education and physical activity; and • • Nutrition and health services.

  11. School Emergency Management Plans • Community Emergency Team Walks through each site to update safety measures. *WCEM* Police* Fire Department* • Emergency Drills Are Practice Once A Semester Tornado Fire Lock Down Shelter in Place or Evacuate • Every School District has a crisis plan, reviews it frequently and updates it as needed.

  12. Bomb Threat • Bomb Threat Checklist • When will the bomb explode? Did you place the bomb? • What kind of bomb is it? Why did they place the bomb? • What will cause it to explode? What is your address? • Where is it right now? What is your name? • What does it look like? • Suspect Description • *Give information to Administrator immediately * Administrator will call 911 and staff the above information with the threat assessment team and make the decision as to evacuate or shelter in place.

  13.   15. TRUANCY • Truancies are classified as unexcused absences. A student is truant when his/her absence not been approved by the school attendance office and the parent in case of students under the age of 18 prior to or at the time of the absence. • The parent, guardian, eligible student or other responsible person should be made aware of Oklahoma Statutes, Title 70, Section 10-105, which requires compulsory school attendance of school-age children, and which provides criminal penalties for failure to comply. • If a student is absent from school four or more days or parts of days within a four-week period without a valid excuse or is absent without valid excuse for ten (10) or more days during a semester, the attendance officer will inform the parents that they are not in compliance with Oklahoma Statutes, Title 70, Section 10-101, et seq., and will notify the district attorney in the county in which the school is located. • Truancy Team
