  2. 웹 접근성 관련 조항의 변천 • 1973: Rehabilitation Act is prepared • 1986: Section 508 is amended RA 1986 • 1998: STD for Accessible Electronic and Information Technology is prepared • 1999. 5: Web Content Accessibility Guidelines 1.0 • 2001. 6: All US government Web sites must conform to §1194.22 of Sec. 508 • 2002. 12: User Agent Accessibility Guidelines 1.0 as W3C Recommendation

STD on Section 508 • Software applications and operating systems (§ 1194.21) • Web-based intranet and internet information and applications (§ 1194.22) • Telecommunications products (§ 1194.23) • Video or multimedia products ( § 1194.24) • Self-contained closed products such as copiers (§ 1194.25) • Desktop & portable computers (§ 1194.26)

Web-based intra-& internet Information & Applications • Apply to Federal agencies purchasing electronic and information technology • Any states which receive Federal funds under the Assistive Technology Act of 1998 are required by that Act to provide an assurance of compliance with Section 508. Currently all 50 states and all territories receive Assistive Technology Act dollars and all have some form of Section 508 assurance. • 16 Important Web content checklists • Mostly compatible to WCAG Priority 1 Checkpoints

Web Content Accessibility Guidelines 1.0 • 1999. 5: WCAG 1.0 became a W3C Recommendation. • WCAG is organized into a checklist or checkpoints that are the same as or similar to 508. • Web Contents • must satisfy this checkpoint (Priority 1). • should satisfy this checkpoint (Priority 2). • may satisfy this checkpoint (Priority 3).

Others 508 STDs § 1194.22 (a): A text equivalent for every non-text element shall be provided (e.g., via "alt", "longdesc", or in element content) - Similar to WCAG 1.1 § 1194.22 (j): Pages shall be designed to avoid causing the screen to flicker with a frequency greater than 2 Hz and lower than 55 Hz - Similar to WACG 7.1 but more accurate

Priority 1 on 508 § 1194.22(l): When pages utilize scripting languages to display content, or to create interface elements, the information provided by the script shall be identified with functional text that can be read by assistive technology - WCAG 6.3, 6.4, 8.1, 9.3 are more restrictive § 1194.22(m): When a Web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with § 1194.21 (a)(1-11) - Similar to WCAG 6.3, 6.4, 8.1

Priority 1 on 508 § 1194.22 (n): When electronic forms are designed to be completed online, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues -Similar to WCAG 10.2, 12.4, 9.3 § 1194.22 (o): A method shall be provided that permits users to skip repetitive navigation links -508 is more specific than WCAG 13.5, 13.6

  36. 조사결과 요약 • 시각장애인용 사이트 운영중인 곳이 매우 드물다. • Text-only-Alternative 또는 1194.22 (k)를 지원하지 아니함 • 많은 경우에 Javascript, Applet, 애니메이션 등으로 인해 키보드로 원하는 링크로 접근이 불가능하다 • 1194.22(m)를 만족하지 못함. • 대부분의 국내 사이트(외국 기업 제외)가 WCAG Priority 1이나 508 STD를 만족하지 못한다.

  37. 조사결과 요약 • 국내 주요 홈페이지 구성상 장애인을 위한 배려가 거의 없음. • 복잡한 링크 우회(Skip links) • 메인 페이지로 점프(Jump to Page Content) • 1194.22 (o) of 508를 만족하지 아니함

  38. 맺는말 • 홈페이지 제작자/운영자의 교육을 통해 508 또는 WCAG 1.0을 만족하는 사이트를 구성하도록 꾸준한 지도가 필요함. • 최소한 Text-only-Alternative (1194.22 (k))를 지원하는 S/W 개발이 필요함. • 기능이 강화된 홈페이지 검사/수정 S/W의 개발이 시급함.
