foundation learning: Young people on Foundation Learning follow personalised programmes that are tailored to their particular needs, interests and aspirations – focusing on helping them to achieve their intended ‘destination’ – such as GCSEs, level 2 college courses, Apprenticeships or skilled work. Programmes lead to a mix of small, flexible qualifications – mainly drawn from the Qualifications and Credit Framework plus Functional Skills – that enable young people to progress to their intended destination. functional skills: The current National Curriculum at Key Stage 3 and Key Stage 4 includes Functional Skills. The QCF is a system for recognising skills and qualifications. It does this by awarding credit for qualifications and units (small steps of learning). Each unit has a credit value. This value specifies the number of credits gained by learners who complete that unit. The flexibility of the system allows learners to gain qualifications at their own pace along routes that suit them best. Wolf Review: Professor Wolf will look at the organisation of vocational education and its responsiveness to a changing labour market, and will consider ways to increase incentives for young people to participate.
