  2. GOVERNANCE DEFINED “The manner in which power is exercised in the management of a country’s economic and social resources” (World Bank) The “exercise of economic, political and administrative authority to manage a country’s affairs at all levels” (UNDP, 1997)

  3. GOVERNANCE PROGRAMS AND SUPPORTING DISCIPLINES • I. GOVERNANCE PROGRAMS (Multi-disciplinary) • Public Administration • Public Policy • Governance and Organizational Science • II. SUPPORTING DISCIPLINES • Political Science, Economics, Law, Business Administration, Sociology • History, Philosophy, Pakistan Studies

KEY FINDINGS • Governance programs, though recognized for their importance, are limited in number • Masters of Public Administration (2Years after BA/B.Sc) is the oldest Governance related program. It is well accepted and offered by 12 public sector universities. • Only 7 Bachelors programs (4 years after FA/F.Sc) exist in Public Administration but none in Public Policy • Four universities are offering Masters program in public policy programs (PU, NUML, BNU, Sindh Univ.) • Only NUML has MS in Governance and Org. Science

  5. KEY FINDINGS • Curricula of Public Administration programs are skewed towards Management. Legal and Political dimensions are ignored. • Both core and elective courses lack exclusive focus on Public Administration. Business Management oriented electives are popular for job market acceptance. • Structure of supporting disciplines is largely traditional (2 Years MA after BA) • Degree programs in supporting disciplines generally do NOT offer Governance related contents.

  6. KEY FINDINGS • Limited PhD or indigenous research oriented faculty present • Dearth of Pakistani publications i.e., text books and case studies • Students come into Governance these programs with Social Sciences backgrounds • Physical facilities offered have generally improved with time

  7. Why it is so? • Neglect of social sciences • No link between Government and Universities • Civil Service System

  8. RECOMMENDATIONS • Dedicated Bachelors and Masters programs with governance nomenclature not viable at present • Need to strengthen existing Public Administration and Public Policy programs with governance curriculum • Post-graduate certificate and diploma programs in governance can be offered. IAS, Punjab University is willing to do so. • Multi-disciplinary approach recommended for curriculum development • Networking between institutions both on demand and supply side strongly recommended for sustainability of programs
