Background • Kenya/CBS have robust statistical infrastructure, extensive experience and expertise to mount WG cognitive and field testing • Has unique experiences to share with other participating organisations • Is currently implementing the World Bank supported STATCAP project • Disability statistic survey is one of priority survey the WB is supporting

Background Contd • Renewed interest from politicians, policy makers, and programme managers to provide up to date and credible information on disability since 1989 Census results were disputed • The 1999 Census excluded disability questions on grounds that it would compromise the quality of Census results and complicate the overall implementation • Nairobi Regional WG and Disability workshop was a great boost to push forward the above agenda.

Given the above background…. • Kenya is set to • Mount and exclusive national disability survey to provide estimates up to the national, provincial and district levels • To piggy back the WG core census disability Questions on planned household based surveys and upcoming Census • To undertake an exclusive field and cognitive testing on WG set of questions

Progress made to date • Finalised implementation plan • Institutionalised the implementation framework with clear responsibilities • Prepared a detailed proposal document that WG has approved for funding • Finalised draft survey instruments subject to undergoing technical review by WG • Costed budget • Prepared separate instrument focusing on institutions offering disability services and • Separate module on HIV/AIDS focusing on PWDs

  7. challenges • Yet to finalise sampling framework • Still need to deal with administrative, logistical and implementation challenges on various issues • Flexibility problem – questions to be piggy back on planned HH surveys • Survey coverage issues • Funding levels and timing of WG field testing to be synchronised with CBS supported STATCAP project • Limited expertise to test all the validity, consistency and reliability quality assurance test as recommended by the WG

  8. Way forward • Plan to hold discussions with WG on technical components of survey (sampling, identification of risk groups, feasible workplan) • Technical review of instruments • Agree on implementation calendar – when do we do what?
