  4. GENERAL GRANT INFORMATION

OVERVIEW • Authorized by 42 U.S.C 3797cc-21 • CFDA #: 16.816 • Administered by the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) • Criminal justice system faces a challenge of retaining qualified prosecutors and public defenders • Student loan debt is consistently cited as the overwhelming reason why attorneys decline or leave positions as prosecutors and public defenders – the vast majority of law students borrow to finance their legal education but both prosecutor and public defender salaries have failed to keep pace with the escalating cost of education • Created to encourage qualified attorneys to choose careers as prosecutors and public defenders and to continue in that service • Provides loan repayment assistance

  6. FUNDING • Bureau of Justice Statistics (BJS) calculates a minimum base allocation for each state • Base allocation is enhanced by an amount proportional to each state’s share of the national population • States are eligible for up to 10% administrative costs - - Missouri only requested 5% • Remaining award must be allocated equally between prosecutors and public defenders. NOTE: The 2013 totals are still pending approval of the application submitted by DPS.

ELIGIBLE APPLICANTS • Prosecutor[as defined by 42 U.S.C. 3797cc-21(b)(1)] • Full-time employee of a state or unit of local government who is continually licensed to practice law and prosecutes criminal or juvenile delinquency cases at the state or unit of local government level • Public Defender [as defined by 42 U.S.C. 3797cc-21(b)(2)] • Full-time employee of a state or unit of local government who is continually licensed to practice law and provides legal representation to indigent persons in criminal or juvenile delinquency cases • Full-time employee of a non-profit organization operating under a contract with a state or unit of local government who devotes substantially all of the employee’s full-time employment to providing legal representation to indigent persons in criminal or juvenile delinquency cases • Full-time federal defender attorney in a defender organization pursuant to Subsection (g) of section 3006A of Title 18, U.S.C., that provides legal representation to indigent persons in criminal or juvenile delinquency cases

  8. ELIGIBLE APPLICANTS cont’d • Full-time is considered not less than 75% of a 40-hour week • Individuals must be a U.S. citizen or an eligible non-citizen • Must have an outstanding balance due on an eligible education loan • Must not be in default on a federally guaranteed loan

INELIGIBLE APPLICANTS • Prosecutors who are employees of the federal government • Elected officials (or those persons entering an elected position) • Attorneys who are in private practice and not a full-time employee of a non-profit organization, even if individually or part of a firm that is under contract with a state or court-appointed to provide public defense services, do not qualify as “public defenders” • Attorneys who handle an exclusively civil caseload, such as civil forfeiture or dependency cases

ELIGIBLE LOANS The following loans are eligible for JRJ benefits: • A loan made, insured, or guaranteed under part B of subchapter IV of chapter 28 of Title 20 (Federal Family Education Loan Program) • A loan made under part C or D of subchapter IV of chapter 28 of Title 20 (William D. Ford Federal Direct Loan and Federal Perkins Loans) • A loan made under section 1078-3 or 1087e(g) of Title 20 (Federal consolidation loans and Federal Direct Consolidation loans, respectively) Grad PLUS loans fall into category #1 or #2 depending on whether it’s a FFELP GradPLUS or a DL GradPLUS

INELIGIBLE LOANS The following loans are ineligible for JRJ benefits: • A loan made to the parents of a dependent student under section 428B of a Higher Education Act of 1965 • A Federal Direct PLUS Loan made to the parents of a dependent student • A loan made under section 428C or 255(g) of a higher Education Act of 1965 (Federal consolidation loans) and 1087e(g) (Federal Direct Consolidation loans) to the extent that such loan was used to repay a loan described in clause (1) or (2)

CONTRACT PERIOD • October 1, 2013 to September 30, 2014 (12-months) • Funding and/or the level of funding for subsequent contract periods will be subject to: • federal re-appropriations of such monies • eligibility • overall availability of funds • Nothing shall obligate DPS to renew a benefit or to renew such benefit in the same (or greater) amount previously received

  13. SERVICE AGREEMENT

  14. Service Commitment • All recipients will be required to sign a “service agreement” stating his/her intention to remain employed as an eligible prosecutor or public defender for a pre-determined period of time. • The agreement is between the eligible beneficiary and the U.S. Department of Justice. • First-Year Beneficiaries who have never received JRJ benefits will be required to review and sign the “John R. Justice Student Loan Repayment Program (JRJSLRP) Service Agreement” which obligates the individual to a service period of no less than 3 years • Second- and Third-Year Beneficiaries who have not yet fulfilled the initial 3 year obligation will be required to review and sign the “John R. Justice Student Loan Repayment Program (JRJSLRP) Service Agreement – Acknowledgment of Benefit” which reaffirms and re-acknowledges the individuals obligation to fulfill the original 3 year service period • Fourth-Year Beneficiaries who have fulfilled the initial 3 year service obligation will be required to review and sign the “John R. Justice Student Loan Repayment (JRJSLRP) Service Agreement – Secondary Term of Service” which obligates the individual to a service period of an additional 1 year to continue receiving benefits

  15. PAYMENT INFORMATION

  16. PAYMENT ADDRESSEE • Funds may only be paid to the institution holding the qualifying loan • May not be paid to the recipient • Recipient may hold more than one qualifying student loan but funds will only be issued to one institution – the one identified in the application

INTENT OF PAYMENT • Funds are to be a supplement to, not a substitute for, personal student loan obligations • Recipients remain responsible for making regular student loan payments • Recipients must continue to make personal payments toward their qualifying loan to remain eligible • When check is mailed to the lending institution, the accompanying letter will indicate that the payment should be applied to principal no-date • The lending institution may or may not abide by these instructions though! It is the recipient’s responsibility to continue make regular loan payments so such activity appears against the account.

PAYMENT SCHEDULE • Funds will be dispersed on a quarterly basis based on the following approximate schedule: • Can access payment history through: • State Vendor Portal at https://vendorservices.mo.gov • Click on “Vendor Payment” and search by SSN. JRJ payments have a prefix of ERS223 • WebGrants via the “Quarterly Payments” component Note: Timeliness of payments are contingent upon Status Reports being submitted accurately and in a timely manner

REPORTING REQUIREMENT #1 – PROOF OF EMPLOYMENT/LOAN VERIFICATION • Recipients will be required to verify continued employment and qualifying loan status • Must submit by the 5th of each month: • Proof of Employment Form • Statement • Name on the account • Account number • Loan status • Last payment/recent activity • Account balance • Payment Remittance Address

GENERAL APPLICATION GUIDELINES • Solicitation released Thursday, July 18, 2013 • DPS JRJ website: http://www.dps.mo.gov/dir/programs/cjle/jrj.asp • DPS WebGrants Funding Opportunity: https://dpsgrants.dps.mo.gov • Applications must be submitted online in WebGrants • Paper applications will not be accepted • Applications due by 5:00 p.m. on Fri., August 9, 2013 • WebGrants will not accept late applications - - start early!

HOW TO APPLY • Applicant must be registered within WebGrants to access the grants management system and funding opportunity • Use the JRJ Solicitation and the WebGrants form instructions to aid in the completion and submission of an application; re-read the form instructions and the information provided to ensure relevance and completeness • The JRJ Application has 8 components (forms); each component must be “Marked Complete” • Form and field instructions have been provided to aid in the completion of each form • Each form has required fields indicated by a red asterisk (*) ; form cannot be saved until each field contains data • Do not use CAPS when filling out the application forms

  31. MODULE #3 – FUNDING OPPORTUNITIES • Search for open funding opportunities • Read information regarding different funding opportunities • Initiate an application for a specific funding opportunity

MODULE #4 – MY APPLICATIONS • Maintains all applications with the following status: My Applications: • Submitted – application has been submitted by the grantee • Under Review – application has been assigned for review • Correcting – application is being edited by the grantee • Approved – application has been approved, following any necessary revisions by the grantee • Awarded – award of contract documents being signed by grantee and grantor My Applications – Archived Applications: • Editing – application was initiated but never submitted prior to the close of the funding opportunity • Withdrawn – application has been withdrawn from consideration by the grantor per request by the grantee

MODULE #5 – MY GRANTS • Maintains all grants with the following status: My Grants: • Underway – application officially becomes a grant • Suspended – grant has been “frozen” due to delinquent reporting and/or inappropriate activities My Grants – Closed Grants: • Closed – grant has been closed by grantor

  34. STEP #2 – FIND THE FUNDING OPPORTUNITY Select “Funding Opportunities” from the Main Menu Select the appropriate “Opportunity Title” from the list of posted grants

STEP #3 - CREATE APPLICATION Funding Opportunity screen includes: • General Information • Description • Attachments • Website Links • Copy Existing Application: • used by users reapplying for funds under the JRJ program area • application can be created with same information supplied for the 2012 JRJ application 2. Start a New Application: • used by users that have not applied under the JRJprogramarea • application is created with no existing data MAKE SURE IF COPYING AN EXISTING APPLICATION, TO COPY FROM THE SAME PROGRAM AREA!!

FORM #1: GENERAL INFORMATION • Complete the form: • Primary Contact: will pre-populate with the name associated with the log-in; be sure your name is displayed • Project Title: enter 2013 John R. Justice Program • Organization: will pre-populate with the profile associated with the log-in; be sure your name is displayed • Click “Save” when completed • Review the form • Click Edit to make changes and/or click the “Go to Application Forms” link to continue

STEP #4 – COMPLETE FORMS • General Information • Applicant Information • Employment Information • Loan Information • Income and Debt Worksheet • Required Attachments • Other Attachments • Certified Assurances The ‘Application Forms’ screen displays all the application forms for JRJ. The ‘Complete’ column will track the completion of each form. The ‘Last Edited’ column will track any changes to each form. Each form must be ‘marked complete’ before the application may be submitted. A checkmark in the ‘Complete’ column will not prevent you from making edits!

FORM #2 – APPLICANT INFORMATION • Complete the entire form as indicated: • Application Type: New – for new applicants, Renewal – for current recipients of JRJ funds. • Current Contract Number: only enter if you are a current recipient • Position: select whether you are a Prosecutor, State Public Defender, or Federal Public Defender • Law School/Attendance Dates: enter the law school(s) you attended along with the dates. • Personal Phone Number: provide a phone number (other than work) you can be reached at should you leave employment. • Personal Email Address: provide an email address (other than work) you can be contacted at should you leave employment. • Click “Save” when complete • Review for accuracy • If revisions are necessary, click “Edit” and then re-save when completed • Click “Mark as Complete” when the data is complete

FORM #3 – EMPLOYMENT INFORMATION • Complete the entire form as indicated: • Current Employment Service: enter your current employer name, mailing address, county, congressional district, work type, position title, hire date, position status, and supervisor’s name, job title, phone number, fax number, and email • Previous Public Interest Employment: enter information for your total years of service and where you were employed for that service. • Click “Save” when complete • Review for accuracy • If revisions are necessary, click “Edit” and then re-save when completed • Click “Mark as Complete” when the data is complete

FORM #4 – LOAN INFORMATION • Complete the entire form as indicated: • Name of institution & Loan Account # • Payment Remittance Address & Customer Service Phone # • Type of Loan • Principal Balance • Remaining Term of Loan (in months) • Monthly Payment Amount • Payment Due Date • Click “Save” when complete • Review for accuracy • If revisions are necessary, click “Edit” and then re-save when completed • Click “Mark as Complete” when the data is complete

FORM #5 – INCOME AND DEBT WORKSHEET • Complete the entire form as indicated: • Adjusted Gross Income Information: Enter the adjusted gross income from your most recent W-2 and select the filing status as stated on your most recent IRS tax form. If you selected “Married Filing Separately” to the previous question, enter the adjusted gross income for your spouse as identified on his/her most recent W-2 • Student Loan Debt Information: Enter the current balance of your student loan debt as well as any assistance received from other sources. If married, provide any student loan debt and/or assistance received for your spouse as well. • Click “Save” when complete • Review for accuracy • If revisions are necessary, click “Edit” and then re-save when completed • Click “Mark as Complete” when the data is complete

FORM #6 – REQUIRED ATTACHMENTS • To upload the required document, click on the blue hyperlink • To delete an uploaded file, click on the recycle bin in the “Delete” column • Click “Mark as Complete” when the form is complete • National Student Loan Data System (NSLDS) Summary Printout:you can access this page at www.nslds.ed.gov • This page will display information on loan and/or grant amounts, outstanding balances, loan statuses, and disbursements. To use this website you will need to provide your SSN, the first two letters of your last name, your date of birth, and your PIN (formerly known as EAC). • You will need to print and attach the Summary page for EACH student loan you have with a lending institution • National Student Loan Data System (NSLDS) Detail Printout • You will also need to print the Detail page for EACH student loan you have with a lending institution. • Narrative: You will need to also submit a narrative with any relevant information not included elsewhere in the application that you would like to have taken into consideration during the review. Refer to the 2013 JRJ Solicitation for further details.

  43. FORM #7 – OTHER ATTACHMENTS Applicants not providing additional attachments should just click “Mark as Complete” and continue. Possible “other” attachments: • Document showing a consolidation of your loans with a spouse’s loan, etc. • To upload an additional document: • Click “Add” • Browse for the attachment on your computer or storage device • Enter a brief title for the document • Click “Save” • To delete an uploaded file, click on the recycle bin in the “Delete” column • Click “Mark as Complete” when the form is complete

  44. FORM # 8 – CERTIFIED ASSURANCES • Obtain a copy of the 2013 JRJ Certified Assurances and relative Service Agreement and read thoroughly • Complete the form • Click “Save” when complete • Review for accuracy • If revisions are necessary, click “Edit” and then re-save when completed • Click “Mark as Complete” when the form is complete • This component will allow you to attest to the compliance of all conditions relating to the grant program. • Your typed name, in lieu of a signature, represent the legal binding acceptance of the terms of the application and statement of the veracity of the representations made in the application. • The Date must be current!

STEP #5 - REVIEW/SUBMIT APPLICATION • Preview Application • Read through the entire application • Click “Submit” • Confirmation screen will appear • Applicant will receive confirmation email of submission • Contact DPS staff at dpswebgrants@dps.mo.gov prior to deadline if revisions are necessary to a submitted application • Contact DPS staff at dpswebgrants@dps.mo.gov within 24 hours after the deadline if technical issues with WebGrantsprevents you from submitting your application by the deadline.
