  2. FOR OFFICIAL USE ONLYNote: This Slide is Mandatory • This Contains Privileged Safety Information • Unauthorized Use Or Disclosure Can Subject You To Criminal Prosecution, Termination Of Employment, Civil Liability, Or Other Adverse Actions • See AFI 91-204, Chapter 2 For Restrictions • Destroy IAW AFMAN 37-139 When No Longer Needed For Mishap Prevention Purposes Note: Do Not Remove “For Official Use Only” From Any Slide

  3. OVERVIEW • Background of PMV2 training & AFSAS query • Class A • Class B • Class C • Trends • Significant interest items • Recommendations

  4. DEVELOPMENT TEAM • OIC Maj Eric Haussermann (AFRC) • NCOIC SSgt David Grant

  5. RESEARCH BACKGROUND • Unable to determine rate • No registration numbers for sport bike operators vs non-sport bike operators • Motorcyclists first, sport bike operator second • 2005, had 6 fatalities • Male, young, same type of motorcycle • Query • Single, Collision • Collision is one or more vehicle, animal, human contacted or caused PMV2 to lose control • Must be clear indication rider was at fault (PMV2 attempting to pass a PMV4 which was passing another PMV4) • Type of training is broken into BRC, ERC, RSS, Unknown • Unknown is no known training, or type training / date • Mishap location • Curve, straight, intersection

  6. DoDDI 6055.4, AFI 91-207 • DoDDi 6055.4 & AFI 91-207 mandates training & PPE • No cost to member, or leave is charged • Course must include knowledge and task evaluations • Mandates “no skin below the chin” PPE • Reflective vest NOT specifically stated

  7. CLASS A; AF OVERVIEW • Total reviewed, 1 Oct 05-1 Oct 01 85 • Single / Collision 51 / 34 • PMV2 at-fault 8 of 35 • Time of year April – August • Trained / Unknown 50 / 36 • BRC / ERC / RSS 12 / 16 / 21 • Mishap location • Corner 39 • Straight 29 • Intersection 18 • Notes: • CC denied training due to duty performance; FM directed no training due to budget; 4 collisions PPE worn

  8. CLASS B; AF OVERVIEW • Total reviewed, 1 Oct 05-1 Oct 01 8 • Single / Collision 3 / 5 • PMV2 at-fault 0 • Trained / Unknown 5 / 3 • BRC / ERC / RSS 0 / 3 / 2 • Mishap location • Corner 3 • Straight 4 • Intersection 1 • Notes: • Scheduled for ERC; class cancelled by wing SEG; 1 PMV4 hit 2 PMV2’s; BAC .23, known drinker; PMV4 failed to yield right of way

  9. CLASS C; AF OVERVIEW • Total reviewed, 1 Oct 05-30 Sep 03 243 • Single / Collision 145 / 98 • PMV2 at-fault 13 • Time of year March – October • Trained / Unknown 152 / 92 • BRC / ERC / RSS 76 / 51 / 25 • Mishap location • Corner 99 • Straight 91 • Intersection 53 • Note: • 5 collisions were caused by animals, 1 bicyclist

  10. TRENDS • Failure to negotiate curve • Collision with PMV4 or other object • Failure to successfully traverse roadway hazard • Trained to AFI and DoDi requirements

  11. CLASS A; AMC OVERVIEW • Total reviewed, 30 Sep 95 - 1 Oct 05 29 • Single / Collision 16 / 13 • PMV2 at-fault 7 • Time of year May – October • Trained / Unknown 16 / 12 • BRC / ERC / RSS 1 / 7 / 8 • Mishap location • Corner 12 • Straight 9 • Intersection 8 • Note: • PMV4 total of 54, same time period • No Class A’s from Oct 99 – Apr 02 • 61% have occurred from Apr 02 to Oct 05

  13. CLASS C; AMC OVERVIEW • Total reviewed, 1 Oct 99 – 30 Sep 05 163 • Single / Collision 99 / 64 • PMV2 at-fault 20 • Time of year March – October • Trained / Unknown 91 / 72 • BRC / ERC / RSS 25 / 19 / 47 • Mishap location • Corner 79 • Straight 65 • Intersection 19 • Note: • RSS phased out ’01 – ’02; replaced with BRC • Estimated Costs FY 05-$285K; FY 02-$162K • AFSAS online in ’01; data different previous to that date

  15. SIGNIFICANT INTEREST • Population, Age, Training, Alcohol, PPE, • Unknown total motorcycle operator population • Average age was 27 for Class A & C mishaps • Average since last known training to mishap was 3.2 years for both Class A & C mishaps • 41% unknown training, no data on length of wait for training • No QA of current training courses • No/limited PPE use in numerous Class C mishaps • Alcohol listed in 3 Class A’s. Greater frequency of alcohol use in Class C mishaps

  16. RECOMMENDATIONS • Population • Coordinate through Pass & Id total motorcycles registered on base, semi-annually through host SEG • Coordinate with unit’s to enroll members into sport bike program • Training: Life-long learning, supplemental material • Initial, MSF Basic Rider Course • Refresher, MSF License Waiver Course (ERC suite) • Recurring for all motorcyclists • 0, 18, 36, 72 month cycle. • Sport bike, 36 months after refresher • All motorcyclists, 72 month cycle • 12 month window for scheduling (6 prior, 6 post)

  17. RECOMMENDATIONS • PPE already covered in existing courses • Alcohol awareness is already covered in existing courses • Toolbox for motorcyclists’ • ORM self assessment for individual to asses risk level, and what can be altered to lower risk • Presentations on cornering, braking • Tools completed • ORM rider assessment sheet • Four-part Cornering presentation • Braking presentation • New motorcyclist pamphlet • Tools in development • Observed ride checklist for mentors • Developed / commercial-off-the-shelf handout

  18. RECOMMENDATIONS • Sport bike program has foundation in existing motorcycle training • Motorcyclist first, sport bike operator second • Support existing program via funding TDY for Rider Coaches to AMC installations to reduce backlog • Toolbox items completed • ORM rider assessment sheet • Four-part Cornering presentation • Braking presentation • New motorcyclist pamphlet • Toolbox items in development • Observed ride checklist for mentors • Developed / commercial-off-the-shelf handout

  19. RECOMMENDATIONS • Need to make motorcyclists WANT to do the program • Must not appear to be directed from AMC/SE • SE merely facilitates recommendations by those in motorcycle rider training • Fund a Rider Coach Trainer (RCT) to accomplish the following • Serves as example for others • QA installations and Rider Coaches during a class • Track number members trained, cost, accidents • Assists in investigating PMV2 Class A mishaps • Hold bi-annual Rider Coach learning centers

  20. RECOMMENDATIONS Sport Bike Proficiency program • Enrolled through unit MSR • Type training, date trained, • Next training due and date • Provide handbook from host SE • Complete initial, refresher, recurring training. • Recurring at 36 month interval • Substitute another course at members expense
