WHAT IS THE MEA STRATEGY • an integrated M&E mechanism that focuses on • regular monitoring of the status of educational initiatives across levels • making decisions on what adjustments need to be made for continuous improvement • strategies – management, approach • resources – financial, physical, personnel • programming- schedule of activities • support needed- policy

Features of MEA System • MEA as an M&E system • insures integration of information from the schools to the region • follows standard processes and tools • specifies the TOR of implementers of the system • allows systematic and collaborative collection and validation of data • provides input for appropriate technical assistance across levels

Standard MEA Process Flow • Trigger – that which will initiate the process • Data Gathering by ME Team – using M&E tools • Quantitative data – Physical and Financial Tracking Form • Qualitative data – issues and concerns • Data Processing – % of Accom, Utilization,Balance categorization • MEA Conference • Validation of Reports • Recommendations • Management Response • Adjustment of Work Plans, Annual Improvement Plan, Education Plan

District MEA Process District receives SME Report District MET (PSDS, Central School Principal, 2 SSHs, ICT staff) consolidates School M&E Reports Note: If the schools division is a small division, there is no need for a district cluster MEA. Hence, after doing the District M&E, District M&E Reports will be consolidated by the DMET.
