Public Bodies (Joint Working)(Scotland) Bill

The Bill which will require territorial NHS health boards and local authorities to integrate strategic planning and service provision arrangements for adult health and social care services (as the minimum required by law) within new Health & Social Care Partnerships (HSCPs) from the 1st April 2015.

LEGISLATIVE CHANGE

slide3

The key feature of the Bill is that health boards and local authorities must take joint and equal responsibility for the delivery of all the nationally agreed outcomes for health and wellbeing.

How local services are organised at the front line is a matter for local areas/partnerships to agree.

LEGISLATIVE CHANGE

slide4

Local integration will also take account of other recent or impending legislation to ensure that the new arrangements are as state-of-the-art as possible

  • These include:
  • The Social Care (Self-directed support) (Scotland) Act 2013.
  • The Children and Young People (Scotland) Bill (when enacted).
  • The Community Empowerment and Renewal Bill (currently being consulted upon).
