  1. The California Solar Initiative and Renewable Portfolio Standard CPUC; May 5, 2009 California Solar Policies and Programs

  2. California Renewable Portfolio Standard加州再生能源组合标准 (RPS) • Technology Neutral -技术中立 • Goal of 20% by 2010 - 2010年目标达到20% • Governor’s Goal of 33% by 2020– 州长2020年33%目标 • Approved Solar Projects in RPS: 再生能源组合标准案所批准的太阳能计划: • 6 solar thermal projects approved for ~1,600 MW 6个太阳热能项目  • additional 2 projects for 2200 MW pending approval – 2个2.2千兆瓦待审批的计划 • 7 solar PV projects approved for ~815 MW 七个815兆瓦光伏板计划

  5. California Solar Initiative 加州太阳能计划 Goals – 目标 • 3,000 MW of new customer-owned distributed solar • Self-sustaining solar industry free from ratepayer funded incentives Budget – 预算 • $3.3 billion budget (2007-2016) • Split between CA investor-owned utilities (IOUs) – 给与加州各公共事业公司 Long-term policy framework –长远政策架构 • Uniform incentive eligibility guidelines statewide – 全州统一奖励资格准则 • Provides incentives that encourage solar performance – 给高性能的太阳能提供奖励 • Incentives decline based on program demand奖励金额会随需求提高而降低 • Funds customer-side PV and other solar Other Program Components – 其他计划 • Single-Family Affordable Solar Homes (SASH) • Multifamily Affordable Solar Homes (MASH) • Research & Development Program • Solar Hot Water Pilot program 太阳能热水实验计划 Photo: Don Schramm, P-H-D EnterprisesStadt, 7.74kw STC, May 06, 2008, Stevenson Ranch

  6. Go Solar California by Program Component, 2007-2016 -加州太阳能计划组成部分 6

  7. CPUC CSI Budget 2007-2016 加州太阳能计划预算 • 3 CPUC Program Administrators 三个计划管理人 • Pacific Gas & Electric 太平阳煤电公司 • Southern California Edison 南加州爱迪生公司 • California Center for Sustainable Energy(CCSE) [In SDG&E territory] 加州可持续能源中心 • CPUC 1,940 MW Goal- 委员会1.9千兆瓦目标 • 1,750 MW from general market program- 1.75千兆瓦总体市场计划 • 190 MW for SASH and MASH- 1.9百兆瓦克负担房屋 7

  8. Incentives decline as demand grows:CPUC part of program has a goal of 1,750 MW 奖励金额随需求提高而降低 委员会计划的目标是1.75千兆瓦 PBI:根据表现奖励,分5年付 EPBB: 预期表现奖励,先付

  9. Current Incentive Levels in CA - May 2009 Incentive Levels奖励金额 • Residential - 住宅 • PG&E: $1.55/watt • SCE: $2.20/watt • CCSE: $1.90/watt • Commercial - 商业 • PG&E: $1.10/watt • SCE/CCSE: $1.55/watt • Non-Profit/Govt -非牟利或政府 • PG&E: $1.85/watt • SCE/CCSE: $2.30/watt

  10. California Solar Initiative – Progress to Date California Installed a Record 78 MW in Q1 加州第一季度装设达到78兆瓦 • Total CSI installs in Q1 2009: 78 MW at 3,600 sites • Total CSI installs since 2007: 211MW at 15,000 sites • Combined total solar installs statewide: Over 500 MW • New applications in Q1 2009: 52 MW (broke a record) Staff Progress Report available at: www.GoSolarCalifornia.ca.gov

  16. California Solar Statistics website • Provides CSI Program data, including: • Number of CSI Projects • MW received and installed in the program • CSI MW progress towards its goals • Program data is updated weekly www.CaliforniaSolarStatistics.ca.gov

  17. California Solar Statistics website (cont.) • The website is interactive: • Users can filter data by data type or utility territory • Data can be viewed in chart or table format • Data can be exported into Excel • Users can perform customized searches on California Solar Statistics www.CaliforniaSolarStatistics.ca.gov

  18. Single-Family Affordable Homes (SASH) Program • November 2007: the SASH Program was adopted by the CPUC • SASH offers up-front incentives which highly or fully subsidize solar PV systems on low-income, single-family homes • Incentives that partially-subsidize the PV system range from $4.75 to $7.00 per watt depending on tax-liability and eligibility for the California Alternative Rates for Energy (CARE) Program • Households whose income is 50% of Area Median Income or below are eligible for fully-subsidized 1kW PV systems • GRID Alternatives was selected as Program Manager to administer the program in all three IOU territories

  19. Multifamily Affordable Solar Housing (MASH) Program • October 2008: the MASH Program was adopted by the CPUC • MASH Program Administrators • PG&E • SCE • The California Center for Sustainable Energy (CCSE) in SDG&E territory • MASH offers two incentive tracks • Track 1 provides incentives of up-front incentives • $3.30/watt for common areas • $4.00/watt for tenant areas • Track 2 will provide higher incentives through a competitive RFP process • Virtual Net Metering (VNM) • Will allow building owners to install a single-solar system for common and tenant areas and apply utility bill credits to building owner and tenants • VNM helps solve the issue of how tenants receive financial benefits from solar, but does not solve the question of how owners recoup the cost of the system
