COMMITTEE TASK • REVIEW ENTIRE ACCESS CONTROL SYSTEM • In February 2009, Oversight Director Nick Cole told residents there was going to be a study to review the entire access control system, told them there were no sacred cows, and to start the process as if we had no system. The Board felt this needed to be done periodically and also in response to some resident concerns.

FINDINGS LIMITED ACCOUNTABILITY AT FRONT GATE *NO CONTROL OVER CLICKERS AUTO PROGRAMMED ENTRY *PROGRAMS AND CONTROL OF TRANSPONDERS OUT OF DATE *FORMER RESIDENTS STILL HAVE CLICKERS/TRANSPONDERS *ADDITION AND REMOVAL OF PEOPLE FROM DATA BASE LIMITED *NO ELECTRONIC CAPTURE OF NON RESIDENT ENTRY

  5. NO ACCOUNTABILITY AT BACK GATE • *NO RECORDING OR KNOWLEDGE OF WHO IS ENTERING • *PIGGY BACKING COMMON FOR NON-RESIDENTS / VENDORS • *SAFETY ISSUES WITH MULTIPLE VEHICLES ENTERING

  6. TRANSPONDER SYSTEM IS NOT RELIABLE AND PARTS ARE BECOMING OBSOLETE

  7. CHOICES *PATCH TOGETHER EXISTING SYSTEM / ATTEMPT TO READJUST READERS *DO NOTHING *ADD /CHANGE CURRENT TRANSPONDER SYSTEM *CHANGE TO NEW SYSTEM (S) WITH DIFFERENT TECHNOLOGY

  8. EVALUATION PROCESS *ATTEMPTED TO IMPROVE/REPAIR EXISTING SYSTEM *CALLED IN EXPERTS IN THE FIELD; FOUR (4) VENDORS *ASKED VARIOUS CITY DEPARTMENTS FOR INPUT *VISITED OTHER COMMUNITIES AND MET WITH THEIR ACCESS CONTROL PERSONNEL *REVIEWED OTHER TECHNOLOGIES

  9. RECOMMENDATIONS FRONT GATE *REPLACE TRANSPONDER SYSTEM WITH BAR CODE SYSTEM -MORE RELIABLE TECHNOLOGY -BETTER READING ABILITY -LESS EXPENSIVE SENSOR DEVICES -ABILITY TO ENABLE/DISABLE -CAN ACCOMMODATE ALL VEHICLES -COVERS LARGER READING AREA

  10. *ADD TAG RECORDING VIDEO CAMERA FOR VISITOR ENTRANCE GATE: -ELECTRONIC CAPTURE OF TAG, VEHICLE MAKE, COLOR -DATE AND TIME STAMPED

  11. *ADD FACE VIDEO CAMERA FOR VISITOR ENTRANCE GATE: -ELECTRONIC CAPTURE OF PERSON -DATE AND TIME STAMPED

  12. *ADD GENERAL VIEW CAMERA TO CAPTURE ALL INCOMING ACTIVITY OF ENTRANCE GATES (VISITOR AND RESIDENT) AND CAMERA TO RECORD EXITING VEHICLES

  13. *NEW SYSTEM WILL ELIMINATE CLICKERS AND AUTO PROGRAMMED CLICKERS

  14. BACK GATE *CHANGE BACK GATE TO EXIT ONLY

  15. BACK GATE -EMERGENCY VEHICLES WILL ENTER WITH CURRENT YELP SYSTEM -APPROVED AND RECOMMENDED BY PUNTA GORDA POLICE/FIRE AND OTHER AGENCIES

  16. BACK GATE -ELIMINATE PIGGY-BACKING -REDUCE SAFETY HAZARD ON ACLINE ROAD

  17. SYSTEM COSTS AND CAPABILITIES *SYSTEM IS EXPANDABLE/CAN ADD FOUR MORE CAMERAS OR READERS *ALL RESIDENT INFO WILL BE INPUT INTO SYSTEM DATA BASE

  18. SYSTEM COSTS AND CAPABILITIES *DATA BASES CAN BE UPDATED/DOWNLOADED DAILY FROM REMOTE COMPUTER *ACCESS CAN BE GRANTED AND DENIED ELECTRONICALLY *COST NOT TO EXCEED $25,000
