5. Team Organization Scenario • THE DISASTER OCCURS: It’s a Sunday afternoon in early May. An F-4 Tornado has ripped through Lucas County and has devastated your neighborhood.

7. Team Organization Scenario • CERT Members take care of their own and then rally to the staging area. • As the members are rallying, they should do a general size-up and assessment of the conditions in their neighborhood.

9. Team Organization Key Points KEY CERT Teams must have an Emergency Plan and must practice that plan. KEY A general Scene Size-Up and Assessment are vital to prioritize needs.

11. Team Organization Scenario • The first CERT member at the Staging Area is to be the Incident Commander. • The Incident Commander splits the CERT members into teams and assigns them jobs based on the assessment they bring to the rallying point.

13. Team Organization Key Points KEY The first CERT member at the staging area is to be the IncidentCommander. Their role is to gather and prioritize the needs assessments and assign jobs to the members.

Team Organization Scenario • Another group of CERT members arrives at the Staging Area and must determine if they are the first ones there or if they arrived late and need to determine what to do on their own. • HINT: Have a Plan!!! 16. Team Organization Scenario • The Yellow Team has approached a house where a family of four lives. There are no signs of anyone in or around the house.

19. Team Organization Scenario • The Yellow Team decides on an Incident Commander. • The Incident Commander splits the remaining members into groups of two (Buddy System) Team A & Team B.

21. Team Organization Key Points KEY Each incident scene should have an Incident Commander. KEY Safety of the CERT Members is the #1 priority. Working in the Buddy System is mandatory.

22. Role of the Incident Commander • Maintain safety of disaster workers. • Provide clear leadership and organizational structure. • Determines an overall strategy. • Deploys resources effectively. • Documents actions and results.

23. Team Organization Scenario • The Incident Commander assigns the Yellow Team-A to do a perimeter Size-up.

26. Team Organization Scenario • The Yellow Team-A reports back to the Incident Commander that there are no additional signs of life and no indications of safety issues. • The house has moderate structural damage.

28. Team Organization Scenario • Following the initial size-up and report of no safety issues, both Yellow Teams are assigned Search & Rescue. • The teams initially look in the windows and knock on the door.

30. Team Organization Key Points KEY Role of Search & Rescue is to get in find, triage, move on until all victims found and then to treat and evacuate the most critical.

31. Team Organization Scenario • As the Yellow Teams advance to begin their Search & Rescue, the Blue Team leaves the staging area and comes to the scene.

33. Team Organization Scenario • The Blue Team reports in to the Incident Commander and then receives their assignments.

35. Team Organization Key Points KEY Each new CERT Member(s) reporting on scene must report into the Incident Commander and receives their assignments.

36. Team Organization Scenario • The Yellow Teams report that no one answers the door, nothing is observed. • A decision must be made whether to proceed into the house and further complete a Search. THE DECISION IS TO PROCEED!

Team Organization Scenario • Prior to advancing into the structure, a “Voice Triage” should take place where you identify yourselves and call to any victims who can escape under their own power. • If two teams are going into the structure to do Search & Rescue, one team should go right and the other one to the left.

39. Team Organization Scenario • The Blue Team is divided into 2-man teams based on the Buddy System. • One of the individuals from the Blue Team is assigned to be a Command Aide/Scribe and responsible for documentation.

41. Team Organization Key Points KEY Document everything you do, see, observe for safety purposes and ease of information transfer. KEY  Accountability of personnel must be a major responsibility of the Command Aide/Scribe.

42. Responsibilities for Documentation • Provide command post with ongoing information. • Document incident status. • Incident locations • Access routes • Identified hazards • Support locations • # of victims and status

43. Team Organization Scenario • Blue Team-A is assigned Reconnaissance. • The Incident Commander decides to hold back the Blue Team-B until Blue Team- A reports back with the Recon information.

46. Team Organization Key Points KEY Role of Reconnaissance is to get in, gather information and report back as quickly as possible. KEY  Incident Command must have information to make decisions. Needs to know what’s happening on the inside.

47. Team Organization Scenario • Blue Team-A reports back to Incident Commander following Recon mission. • Meanwhile, the Green Team completes its initial assignment and moves to aid the Yellow Team, reporting to the Incident Commander.

50. Team Organization Scenario • Blue Team-A reports recon information and conditions to the Incident Commander. • A light Natural Gas odor was smelled in the kitchen and back bedroom. Yellow Team- A reported smelling the gas as well, and that they shut off the gas leading to the stove.
