Informed participationin the aged care system (1) • FECCA’s role includes (1) • Establishing effective consultative mechanisms • FECCA Healthy Ageing Reference Committee • establishing an enhanced CALD aged care policy and communications set up within the FECCA Secretariat • developing effective mechanisms for consultation and engagement at State and local levels

  6. Informed participationin the aged care system (2) • FECCA’s role includes (2): • Using NCAN (National CALD Ageing Network) to promote 2-way communication flows across the CALD community

  7. ) NCAN • NCAN currently has a page within the FECCA website (www.fecca.org.au). At the moment, communication is primarily via email. Its direct URL is http://www.fecca.org.au/aboutus/projects/culturally-and-linguistically-diverse-cald-aged-care/national-cald-ageing-network-ncan. • FECCA is currently constructing a more sophisticated and interactive NCAN website within the FECCA website which will place all information resources relating to NCAN as they evolve. • Please join up!

Informed participationin the aged care system (3) Active and effective engagement in the Government’s aged care reform agenda (1): • Gateway Advisory Group • Gateway Service Scenarios and Case Studies for staff training • PricewaterhouseCoopers (PwC) sector analysis to assess the impact of the Aged Care Gateway on multiple stakeholders inform the development of the Change Management Strategy and associated work programs for the Gateway • Carer Support Centre Sub Group • National Consultations for the Linking Service for the Aged Care Gateway

Informed participationin the aged care system (4) Active and effective engagement in the Government’s aged care reform agenda (2): • Home Care & Consumer Directed Care Reference Group • Home Care CDC Evaluation Sub-Group • Quality Indicators Advisory Group • Specified Care and Services Reference Group • Specified Care and Services Combined Sub Group • Home Support Program Advisory Group • Home Support Program Meals Review Sub Group • Fees and Charges Discussion Group • Ageing Expert Advisory Group

Pino Migliorino - Chair, Federation of Ethnic Communties' Councils of Australia (FECCA) Informed participationin the aged care system (5) • Establishing a FECCA Aged Care Reform Representatives Working Group • All FECCA representatives on Aged Care Reform implementation advisory groups, working groups, and sub groups. • This will help ensure that the CALD advice to the Government is considered, consistent, and expert.

Informed participationin the aged care system (6) • PICACs’ role/s: • cultural competency training for all aged care services • advancing health literacy for CALD elders and their carers ‑ a vital component of effective consumer directed care (CDC) • promoting and advancing your services in the context of assisting the aged care reform and CALD Aged Care Strategy implementation processes (both nationally and at a State and local level)

The challenges and the opportunities (1) • A key challenge remains to integrate CALD perspectives into the overall aged care and health delivery frameworks so that ageing and aged people from CALD backgrounds have access and equity to the full range of appropriate aged care services and are empowered and confident in accessing those services. • Our common aim must be to jointly and separately contribute to developing an aged care system where access and equity is integral.

The challenges and the opportunities (2) • We are confident that the Gateway My Aged Care website will provide acceptable translations of information in community languages. • There is also acceptance, but no final resolution yet, of the need for a rapid and effective interpreter service when people without fluent English phone the Gateway call centre after 1 July 2013. • These are exciting times. We look forward to working with you towards achieving these goals.
