  1. ICT Support to “Delivering as One UN” InitiativeMozambique

Main Objectives • Establishment of a common approach to ICT:this includes common procurement of ICT equipment and services and common infrastructure such as a common VHF/HF frequency management and IT network using the Demilitarized Zone (DMZ) technology that facilitates common data connectivity and hosting of a common website. • Improvement of UN communication facilities. • Harmonization where possible of ICT policies and procedures.

  3. Main Benefits • Increased service availability and quality for users • Lower costs of ICT service provision • Reduced risk of failure, and minimized consequences of such failure.

UN “Virtual” Network • Also called DMZ or Common UN Network. • Will link all UN Agencies in Maputo: RC Office UNESCO UNIDO UNDP WHO UNIFEM UNICEF UNFPA UN-Habitat WFP UNHCR UNHCHR UNV UNDSS UNEP FAO ILO UNCDF UNAIDS OCHA • The “Virtual” IT network is designed in a way that it will not affect the integrity and security of individual UN Agencies’ networks.

UN “Virtual” Network • UN “Virtual” network / DMZ will host: • Common UN Mozambique Address Book. • Common ICT inventory / common projects assets management database. • Security / UNDSS: staffing lists / database with Web-based interface software. • Phone calls logs and common calls billing platform. • Procurement cluster: common LTAs database and other Procurement related information. • Programme cluster: shared information on M&E joint programs, common assets. • HR shared information: bulletins, vacancy announcements, etc.

Advantages of “Virtual” Network • Higher speed and bandwidth for all Agencies, both on main and back-up connectivity links. • Telecommuting and universal access – a possibility for any UN staff member to work within his Agency’s network environment from any other Agency connected to the “Virtual” Network. • Introduction of centralized high capacity and reliability data and connectivity back-up services for all UN Agencies. • Possibility of easy implementation of one e-mail domain for all UN Agencies in Mozambique, when such decision will take place. • Considerable cost reduction after initial implementation. • Standardization of equipment and services. • Efficient information-sharing among UN agencies. • One-UN to the public communication - single point of information on UN activities in Mozambique.

  7. Financial Requirements • Total amount required for deployment is USD 362,567.50 including installation, commissioning, maintenance expenses for 2 years and users training.

Estimated Cost Savings • Average Savings for all UN Agencies are calculated including expenses required for UN “Virtual” Network deployment. • Matrix’s intentions are not to indicate and explain the exact ICT related expenditures of all UN Agencies in Mozambique, but to show the estimated cost differences and level of savings which are expected after the Project implementation. • The current and estimated expenses are rounded estimations. In reality both are higher, but the estimated average savings for all UN Agencies in Mozambique will remain within 25-28 %. • The Project timeframe – 2 years (24 months), thus all total expenditures and savings are presented for the biennium.

Other Services • Table above presents direct savings after “Virtual” Network implementation, but other indirect savings are expected after Common ICT related services implementation, such as: • Common Help Desk / Common ICT Unit • Common Hardware and Software Stock • Joint ICT Procurement Services • IT and TC Equipment Standardization
