Background & Rationale • Pilot implementation of the EBEIS was done from Feb – May 2010. • Report on Regional UIS Pilot Implementation reveals that pilot implementation / testing of the EBEIS in limited number of schools in 3 divisions is insufficient for regional testing • Recommend region-wide implementation of the EBEIS for SY 2010-2011, in preparation for and in lieu of a national roll-out

Objectives & Expected Outputs • Define and apply requirements and operational guidelines in planning for the region-wide implementation of the EBEIS • Understanding of the organization and other institutional support requirements for implementing the EBEIS • Agree on the implementation approach and strategies • Regional implementation approach and strategy

System Mgmt and Review Group • Headed by the Research & Statistics Division (RSD) with regional representatives from the Policy Research & Planning Division • Conducts periodic monitoring and evaluation of system performance and recommends adjustments and/or enhancements to ensure continuing delivery of information service to EBEIS clients • Assesses emerging system requirements and prepares detailed specifications for system revision and/or enhancements

  14. System Mgmt. & Review Group • Undertake required system revisions and enhancements and update system manuals whenever necessary • Recommend policies related to the continuing maintenance of the system • Prepare budgetary plans for resources needed to continuously maintain and operate the system

  15. System Admin. Group • Manage and maintain the day-to-day operation of EBEIS infrastructure (servers, software and communications) • Conduct regular monitoring and assessment of system performance and identify current and future requirements to ensure high system availability and efficiency • Undertake preventive maintenance of infrastructure components

  16. System Admin. Group • Liaise with service providers and suppliers to ensure continuity of service and maintenance of infrastructure • Communicate scheduled and or emergency system downtimes to field users • Troubleshoot technical problems and provide assistance to the User Support Group on technical issues beyond USG’s control and knowledge

  17. User Support Group • Provide front-line support to field users (e.g. schools, public, etc) • Provide training on the use of the system • Coordinate with the System Admin Group on technical issues and problems encountered and monitor the resolution of these • Collect feedback, comments and recommendations from the field and report these to the Regional EBEIS Coordinator
