TEMPUS IV – General Overview • TEMPUS is the European Community Programme for the development of Higher Education in Partner Countries • Basic features: • Establishment of new courses or reform of existing ones in the list of national priorities • Assist higher education institutions to restructure and to reform their management/ governance • Encourage institutions to work together and set up networks, in a particular discipline • Training and capacity building • Provide higher education institutions with teaching materials

Involved authorities • Strong involvement of national authorities in the definition of priorities, the selection of projects and during impact assessment. • Strong linkage with EC Delegations in partner countries (liaising with authorities, selection of projects). • Programme supported by a network of National Contact Points in EU Member States and National Tempus Offices in partner countries. • Bottom-up programme mainly implemented through calls for proposals complemented by structural measures. • Strong accent on dissemination and exploitation of results.

  5. Partnership (eligible countries) • All EU Member states (27) • Albania, Bosnia-Herzegovina, FYROM, Serbia, Montenegro, Kosovo. • Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia, UKRAINE (ENPI East). • Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan. • Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestinian Authority, Syria, Tunisia. • Turkey, Croatia, EEC Countries - on self-paid bases.

  6. Types of projects Joint Projects implemented at institutional level to reform curricula, improve university governance, create more links with society. Structural Measures implemented at national level for the development and reform of national higher education structures and systems in the partner countries (Ministries are now “partners” – can only be paid for travel costs and per diems).

Joint Projects • 1) CURRICULAR REFORM • Adapt, modernise and restructure existing curricula with a focus on content, structure, teaching methods and the use of modern ICT. • Establish new curricula with a double or multiple degree or a joint degree. • Strengthen links with the labour market. • 2) GOVERNANCE REFORM • Modernise management and governance of higher education institutions. • Build capacity for better management. • Promote a quality assurance culture.

Joint Projects • 3) HIGHER EDUCATION AND SOCIETY • Strengthen the role of higher education institutions in society at large • Address the "knowledge triangle" of education, research and innovation (project must not focus on research) • Encourage links between higher education institutions and the labour market

  9. Structural measures 1. Governance reform: licensing, accreditation, qualification frameworks, quality assurance, autonomy etc. 2. Higher education and society: links between different sectors of education with the world of work, capacity building for public administration etc.

Program Priorities National priorities defined by the Ministries of Education in consultation with HEI for both Joint Projects and Structural Measures (selected from the overall programme priorities) Regional Priorities for multi-country projects (based on EU strategies with partner countries)

Regional Priorities for Eastern Neighbouring Area (ENPI East) Joint projects: Curricula Reform Modernization of Curricula with 3 cycle structure, ECTS and Recognition of Degrees Disciplines: Law and good governance (including human rights), health, education, energy, environment (including climate change), transport, information society, business and entrepreneurship, tourism Governance Reform: University management and student services Institutional and financial autonomy and accountability Equal and transparent access to higher education Development of international relations Higher Education and Society Development of partnerships with enterprises Development of lifelong learning in society at large

Partnerships key points Joint Projects - National • Ukraine • Three Universities from Ukraine • Three European Universities from three different countries • 500,000 – 1,500,000 Euro for three years Multi-country project (regional) • At least two universities from two countries as minimum • Three European Universities from three different countries • 500,000 – 1,500,000 Euro for three years • Regional Priorities/or and National ones HAVE to be respected Structural Measures: • Same conditions as Joint projects plus • Obligatory - Ministry of Higher Education as “Partner”

Partnership: • State or private HEI (with Bachelor programs) • Rectors, teachers or students associations • Research institutes • National Authorities on special conditions • Non-governmental organizations in education • Grant Applicant – co-ordinator • Legaly established Higher Education Institution: • EU – Erasmus University Charter • Partner country university • 5 years old

  17. Financing: • Staff costs (max 40%) for academic and admin staff • Travel and subsistence • Equipment (max. 30%) and supplies • Printing and publishing • 7% administrative costs • At least 10 % co-financing

Novelties under the 3rd Call for proposals • Terminology and clarification of certain aspects based on the experience from first two calls for proposals “co-ordinator” (Grant holder/ beneficiary), “co-beneficiaries” (Partners) “beneficiaries” (Consortium) but in the call: “applicant” “applicant institution” “consortium” and “partnership” Authorities - “co-beneficiaries” (former “associate partner”) but remains financing only for per diems and travel cost

Novelties under the 3rd Call for proposals • Introduction of the «mandate» (replaces endorsement letters) fill-in and sign between co-ordinator and each co-beneficiaries Annex to Grant Agreement with no modification (confirms that co-beneficiaries grant power of attorney to the co- ordinator, to act in their name and for their account in signing the agreement and other documents with EACEA • National Priorities (slide 11, 12) • Eligibility parameters and restrictions: Croatia on self-financing; Libya in

Novelties under the 3rd Call for proposals • Partnerships (individual experts will be excluded from the membership of consortium but will be in the project if required) • Evaluation and Award Criteria (Quality of Partnership; Dissemination – weighting updating), Methodology will be assessed under Sustainability Maximum 3 proposals with one applicant institution will be recommended for funding • Financial conditions: Grant will be calculated on total eligible cost with financial contribution of EACEA – 90 % of total eligible cost indirect cost a flat-rate of 7% of total direct eligible cost will be automatically added to financial contribution co-financing 10 % of total eligible cost Maximum daily salary rate is updated • Publication of the call and other documents (23 l-gs note, 3 l-gs English, French, German – call documents: guidelines, application form and Annex)

Novelties under the 3rd Call - eForm Timing • publication on the Tempus website: second half of November (prototype); 16 December 2009 (the final form and instructions) Advantages: • direct transfer in the EACEA database • more efficient verification of eligibility criteria e-form with all Annexes • e-form – master copy, on-line submission (save as draft) • Paper posted as a back up (no separate CV)
