Check your Entitlements Journey by Air • Travel by Air India and its alliance partners only (GP 5400 and above) • Tickets to be purchased from Airlines booking counter / website or from authorised agents only for LTC• • Those below GP 5400 may travel by any private airlines but entitled rail fare is reimbursed

LTC…. • LTC can be availed for self and family • Avail separately (self and family members) at different time of the year • Can be availed during any leave / Casual leave but not Child Care Leave • Railway Circular tickets may be availed • Cannot be availed during CLOSED holidays only, without taking any leave. • Fresh recruits are allowed Home town LTC on 3 occasions in a block of 4 years along with one to any place in India.

LTC (CONTINUED……) • Block of 4 years(2016-2019) (two sub blocks of 2 +2 years). • Grace period of 1 year carried forward for every 2 year block Eligibility • One year continuous service on the date of journey • Government servants whose spouse is working in Indian Railways / National Airlines are not eligible Who are included in the family.. • Government servant’s wife or husband • Two surviving unmarried children

  10. LTC (CONTINUED……) 3. Married daughters (if divorced and abandoned) / widowed daughters residing with and fully dependent on the Government servant 4. Parents wholly dependent on the Government servant 5. Unmarried minor brothers / sisters (if parents are not living) and are fully dependent Entitlement • . It is same as on Tour / Transfer • Air travel entitled officers (GP 5400 and above) are to travel by Air India only. For tickets LTC-80 may be preferred. However normal tickets in Economy class if purchased at lower rates than LTC-80 are allowed. • Air journey by non- entitled officers are allowed to travel by private airlines but reimbursement is limited to the entitled class Rail fare.

LTC (CONTINUED……) Advance payment • Up to 90% of the fare can be drawn in advance for self and family • Details of ticket purchased to be furnished within 10 days after drawing the advance • Settlement of advance within one month (if advance taken) after completing the journey, otherwise within 3 months when no advance has been drawn. Misuse of LTC 1. Disciplinary action taken Encashment of EL during LTC • Up to 10 days of EL can be encashed at a time. • Maximum encashment permitted is for 60 days in the entire service period • Not deducted from maximum admissible while quitting service • Both husband and wife if Central Govt. servants, are allowed up to 60 days for each

CEA • SCOPE: Applicable to all Central Government servants without any pay-limit. • “CHILD” means employee’s child (including step/ adopted child) wholly dependent on the Government servant. • Recognized School: The assistance is admissible only if the children study in a recognized school. Recognized School/ Institution in this regard means a Government school or any educational Institution, whether in receipt of Government aid or not, recognized by the Central or state Government or Union Territory Administration or by University or a recognized educational authority having jurisdiction over the area where the Institution is situated.

  13. CEA – CONTD… • If both are Central Government servants, assistance will be admissible in one of them only. If the husband or wife is employed outside the Central Government, the assistance is admissible only if that spouse is not entitled to the benefit from his/ her employer and a declaration to that effect is furnished by the official. • Admissible while on duty or on leave(including extraordinary leave) or under suspension. Not admissible for the period treated as dies none. The number of children for whom CEA/Hostel subsidy is drawn at a time should not exceed two. However, if the second child birth results in twins or multiblebirths, assistance shall be admissible to all the children.

CEA – CONTD… • Under the Scheme of CEA, reimbursement can be availed by Government servants for the two eldest surviving children only except when the number of children exceeds two due to second child birth resulting in multiple births. • Reimbursement of CEA is admissible for the first child born after failure of sterilization operation beyond two children. • No minimum age for any child, including children with disabilities, for claiming reimbursement. • CEA/ Hostel Subsidy for the initial two years of a diploma/ certificate course from Polytechnic/ ITI/Engineering College after passing 10th standard is reimbursable subject to the condition that the Government servant has not been granted CEA/ Hostel subsidy in respect of the child for studies in 11th and 12th Standards.

CEA – CONTD… • The reimbursement of CEA shall have no nexus with the performance of the child in his class. • Reimbursement for the following items can be claimed under the scheme: • Tuition fee, admission fee, laboratory fee, VVN charged by KVs, special fee charged for agriculture, electronics, music or any other subject, fee charged for practical work under the programme of work experience, fee paid for the use of any aid or appliance by the child, library fee, games/ sports fee, examination fee and fee for extracurricular activities. This also includes reimbursement for purchase of one set of text books and notebooks, two sets of uniforms prescribed by the school irrespective of the colour/ winter/ summer/ PT uniform and one set of school shoes (one pair of shocks) which can be claimed for a child, in an academic year.

  16. CEA –CONTD… • Reimbursement of school bags, pens/ pencils, etc., are not allowed. There is no item-wise ceiling. • Development Fee/ Parents’ contribution charged by the school/ institution in lieu of tuition fee can be reimbursed w.e.f 21.02.2012 subject to production of certificate to the effect that tuition fee has not been charged by the school school/ institution. • Fee paid to the school for use of any aid or appliances by the child is reimbursable. Fee charged by the School for teching through audio-visual tools is also reimbursable. • Reimbursement is permissible for any number of notebooks as may be prescribed by the recognized educational institution.

CEA – CONTD… • Rate of CEA:- Whenever DA increases by 50%, CEA and Hostel subsidy shall increase by 25%. • Both hostel subsidy and CEA cannot be availed concurrently. • Day –boarding children are not eligible to draw hostel subsidy. • In case of Government servant who ceases to be in service due to retirement, discharge, dismissal or removal from service, CEA/ Hostel subsidy is payable till the end of academic year by the office in which the government servant worked last.

CEA – Contd… • In the case of death of Government servant while in service, the CEA/ Hostel subsidy is payable till such time the G.S. would have actually received the same subject to fulfilling of other conditions by the office in which the GS was working prior to death, provided the spouse of GS is not employed in the Central/ State Govt., Autonomous Body, PSU, Semi-Govt., Organization partly or fully funded by the Government. • CEA is also admissible for children studying through Correspondence or Distance Learning. • Fees paid to organizations/ institutions other than schools or private tutors are not reimbursable. • Fees charged by the school directly from the student is only reimbursable.

  19. CEA – Contd… • The age-limit for claiming CEA for the children other than disabled children is 20 years or till the time of passing XII class, whichever is earlier. • For physically/ mentally handicapped children, the benefits will be admissible up to 22 years without any minimum age. • For children with disabilities , reimbursement will be at double the normal rate.
