  1. SAFETY OVERVIEW for Volunteers It shall be the duty of all Stanislaus County volunteers to abide by the Stanislaus County General Safety Orders in all activities in which they are engaged in as duties of volunteers. The County has general safety policies and each department may have their own more specific policies.

  2. General Safety Orders • All volunteers shall consciously strive to perform all tasks, assignments, and duties in the safest way possible and in compliance with laws, rules, regulations and orders put forth by the California Occupational Safety and Health Administration (CAL/OSHA), State Divisions of Industrial Safety and the County General Safety Orders.   3. General Safety Orders • It shall be the duty of the volunteer to abide by safety rules and regulations that are issued by his/her assigned Department. • Before any volunteer is required to perform any job task they shall be given documented training that is sufficient to perform the task safely. • Personal Protective Equipment All volunteers will wear the required protective equipment when performing a task or in a work environment that requires use of personal protective equipment. It is the responsibility of the Department to provide suitable protective equipment for any such exposure, as necessary.

  4. General Safety Orders • Volunteers shall report at once to their immediate supervisor any of the following: a. Any unsafe condition. b. Any unsafe act. c. Defective or damaged equipment. d. Material on the floor which may pose a safety hazard (remove if possible). e. Life safety or fire safety condition. f. All injuries, no matter how slight. g. Near misses.

  5. General Safety Orders • Always ask your supervisor whenever you have any doubts, uncertainty or questions. • It shall be the duty of all County volunteers who are personally involved in any on-the-job accident to immediately report that accident and all the details surrounding that accident, in writing, to his/her immediate supervisor, on forms authorized by the Safety Board.

  6. Injury Illness Prevention Program (IIPP) General information Stanislaus County believes that everyone benefits from a safe and healthy work environment. Stanislaus County is committed to: • prevent accidents, • reduce personal injury and occupational illness, • insure compliance with laws and regulationsgoverning workplace safety. To achieve this goal the County has adopted an Injury and Illness Prevention Program (IIPP).   7. Injury Illness Prevention Program (IIPP) The Injury and Illness program is everyone's responsibility. We will all work together to identify conditions and practices that reduce risk.

Injury Illness Prevention Program (IIPP) • Basics for volunteers is: • know the rules, • follow the rules, • report hazards. • As a new volunteer you should receive instructions and or training from your assigned department’s specific policies and procedures on: • How to report an injury • How emergency communication takes place such as, alarms, announcement systems, and the practices within your location regarding evacuations, emergency incidents, security situations, etc. Reference: TAB 3 – SAFETY MANUAL

Probation Department Safety • To report an injury at the Probation Department, contact your supervisor who will inform the Department Safety Analyst. • At our location, emergencies are communicated in the following manner – alarm or by personal communication. Please refer to the Department’s Emergency Procedures Booklet for information related to an emergency or disaster.

  10. Injury Illness Prevention Program (IIPP) Safety Manual Stanislaus County’s Safety Manual has approximately twenty-three tabs. The Safety Manual can be accessed through the County intranet site and found under the Resources tab. Often departments will have additional methods to access the County Safety Manual. *You will receive site specific instruction at your assigned department.

Injury Illness Prevention Program (IIPP) Driving • If you will be a volunteer driving on County time there are specific requirements, responsibilities and training that go with this task. • All persons who drive on official County business shall attend the classroom program within the first year of being a volunteer and once every four years thereafter. Volunteers who have had accidents on the job, in County or personal vehicles, for which they are at fault, must attend training Driver Improvement Training within ninety days of their accident.

  14. Driver’s Authorization • The Department Head, or his/her representative, may authorize driving privileges to a volunteer who is required to drive a County owned/leased, and/or a privately owned/leased motor vehicle to perform his/her assigned functions, provided the volunteer meets the required requirements.

  15. Driver’s Authorization The requirements are: • Present a valid California driver’s license appropriate for the motor vehicle(s) the volunteer will be authorized to drive. (Medical certification and endorsements if required) • The volunteer must certify they have minimum liability insurance coverage as required by the Financial Responsibility Law of California State Vehicle Code. • Current California license plates are required on the vehicle being driven by the volunteer. • All persons driving on County time or on behalf of the County need to read the Driver’s Authorization tab so as to be familiar with their responsibilities while representing the County behind the wheel of a vehicle.   16. Hazard Communication • All volunteers shall receive specific training regarding Hazard Communications (working with or around hazardous materials/substances) and how it relates to their volunteer assignment. • All volunteers will receive training on the Hazard Communication Standard which is the “Right to Know” standard as it relates to hazardous chemicals and substances in the workplace.   17. Hazard Communication Training to cover: • “Right to Know” background on Hazard Communications Standard • Inventory and location of hazardous material on site • MSDS, Labels, and other warning symbols

  18. Probation Department Inventory • The Probation Department’s inventory list on hazardous materials can be found on the ProNet Intranet or S:/drive.

  19. Emergencies and your volunteer assignment location • Know how to communicate emergencies internally within a department. • Our location(s) have fire pull stations, fire alarms and an automatic external defibrillator (AED) • First Aid Kits and Fire Extinguishers are located throughout the department. • Know where the primary and secondary relocation locations are. Security/Violence in the Workplace • Stanislaus County has a ZERO tolerance policy for Violence in the Workplace. • Be sure you have read the Security/Violence in the Workplace policy copy you were provided.   22. Department Specific information • The Probation Department’s designated receiver for a Violence in the Workplace reports is the Department Safety Analyst.
