WPAFB History Brief Chronology • Wright Brothers use Huffman Prairie – 1904-1905 develop first practical aircraft – 1910-1916 aviation school trains 119 pilots • 1917 military installation opens to support WWI – Wilbur Wright Field trained pilots, armorers, and maintenance specialists – Fairfield Air Depot provided logistics support to aviation schools in the Midwest – McCook Field, near downtown Dayton, was the air service engineering and research facility • Wright Field – Dayton raised funds, bought land – Old and new installations all renamed Wright Field – 1927 Wright Field (Area B) opens, replaces McCook Field • 1931 Patterson Field – 1Lt Frank Stewart Patterson, NCR family, killed 1918 flight • 1948 Two fields merged – Wright-Patterson AFB Fairfield Aviation General Supply. 1917 Acreage purchased by Dayton Air Service Committee and sold to the government for $2.00/parcel 1924. Portion East of Huffman Dam became Patterson Field in 1931. Wright Field Expansion 1942-1945 Patterson Field Expansion. 1942-1945 West Ramp Expansion. 1954 Page Manor Acquisition. 1960 Wright Memorial Hill and Huffman Prairie Flying Field Transferred to USAF. 1978

Why Do We Do BRACs? • End of Cold War and budget shortfalls have driven the entire military structure to a fraction of our size in the mid-1980s • Since 1989, USAF strength (manpower) alone has declined 46% • ~ 827,000 manpower authorizations in 1989 • Projections: ~ 481,000 by the end of 2011 • BRAC allows the United States, the Department of Defense, the U.S. Air Force and AFMC to reduce excess real property, infrastructure and consolidate missions to improve support for the warfighter—better, faster, cheaper • This is the 5th BRAC conducted in the USAF since the mid-80s

Timeline and Key Dates • By federal law, all major BRAC-related moves must begin no earlier than 2 years and be complete no later than 6 years of 15 Sep 2005 • Units disestablished, reestablished as directed • Equipment, aircraft, facilities moved as required • People relocated to support the new structure • START: 15 Sep 07 • END:15 Sep 2011 (no extensions granted)
