History of CC2009 • Identified in 2008 T&E Workshop • 11/05/2008: IPC • Application for Exercise Support • FSE Planning organized under ICS • Followed IMT training • Operational Periods developed • IAPs produced • RET identified objectives for FS
RET Objectives: CC2009 • Provide safe exercise environment • Meet requirements of R3 grant • Test items from previous Improvement Plans • Maintain and enhance relationships between R3 cooperators • Provide opportunity to demonstrate NIMS compliance • Maintain and enhance RET capabilities • Increase involvement in regional exercise program
Exercise Support • Exercise support awarded through EMD • Significant challenges included: • The Region, and the RET, are not the contractor’s customer • Inability to conduct productive meetings • Keeping contractor aligned with our goals and objectives • Inadequate documentation from evaluators • Delays in producing promised documents • Forced changes in schedule
Execution of CC2009 • Transition from ICS model to traditional exercise control model • Control • Evaluation • Exercise complexity drove SIMCELL complexity
Game Day 09/29/09 • Power outage affecting Pacific and Grays Harbor counties on FSE morning • Personnel shortages at some venues caused change in players • Real-world tsunami occurred on game day
Lessons Learned • ICS works with HSEEP • The Comm Plan / Directory was a challenge • Having… • players, venues • agencies, jurisdictions …change during the planning was a challenge • Experience in the SIMCELL is critical • so is adequate staffing • RET was stretched by this exercise
