  2. Introduction • The North Carolina department of Juvenile Justice Department (NCDJJDP) presently operates nine Youth Development Centers (YDCs) statewide. YDCs provide mentoring, education, and therapeutic treatment to prepare youth for a fresh start when they re-enter their communities. YDCs promote learning and development through a wide range of educational and vocational courses. • Stonewall Jackson Youth Development Center and Cabarrus county Youth Development Center are both located in Concord, North Carolina.

History • The King’s daughter general assembly of 1902 act that established Stonewall Jackson Manual Training and Industrial School became law on March 2, 1907. • In September 1907,cabarrus county citizens formed a committee to raise funds and purchase land for the institution. Two months later, with land and funds acquired, the trustees chose Walter Thompson, superintendent of Concord City schools, as the first principal. Photo: One of the Stonewall Jackson old buildings

History (continued) • By the 1970s, North Carolina judicial policy had shifted and incarceration for young men charged with truancy and minor crimes became less prevalent. • Early 2000s, the school, by then referred to as the Stonewall Jackson Youth Development Center, held only 150 young men. • Since that time NCDJJDP had built four new facilities and Stonewall • Jackson Youth Development Center is in transition in becoming Cabarrus County Youth Development Center.

Stonewall Jackson Youth development Center Stonewall Jackson Youth Development Center consist of correctional system; students follow a set of rules and regulations and any recidivism is sanctioned accordingly to the rubric of infractions and sanctions. Photo: Principal gate of Stonewall Youth Development Center Stonewall Jackson is in a process of switching its role of youth correctional facilities to ones providing mentoring, education, and therapeutic treatment assisting youths in making a new start when reentering their communities.

Cabarrus County Youth development Center Cabarrus Youth Development Center is replacing the Stonewall Jackson Youth Development Center.  The building is made of 96-beds which is divided in six units. A blended education-treatment Model of Care serve as the programming that youth receive at the replacement youth development center. Photo: Principal entrance Cabarrus County YDC This Model of Care was developed by the Department to be used in all the replacement facilities and was first tested at Stonewall Jackson Youth Development Center in a project titled the Jackson Project.

  7. Demographics DATA DEMOGRAPHICS Tab: students population in May,2009 The statistics are showing that the population in YDCs is composed by a minority population in America, the Black population.

  8. Mission Statement Stonewall Jackson will maintain an environment where \students feel safe and can learn effectively based upon individual styles and abilities. To promote public safety and juvenile delinquency prevention, intervention, and treatment through the operation of a seamless, comprehensive juvenile justice system. Vision A seamless, comprehensive juvenile justice system which provides the most effective services to youth and their families at the correct moment in the most appropriate settings. Mission Statement, Vision, and Beliefs • Beliefs • Students are accountable and responsible for their behavior and academic achievement. • Students learn best when they are engaged, involved, challenged and nurtured.

Goals • Goals • To promote public safety as the cornerstone of North Carolina's juvenile justice system. • To promote juvenile delinquency prevention, intervention, and treatment at the state and community levels so that juvenile crime and delinquency are reduced. • To establish and maintain a seamless, comprehensive juvenile justice system. • To educate all students in a positive and nurturing environment while providing GED and Career Development transitions for youth seeking college or work placement. • To provide cohesion and resources for adjudicated youth upon their release from Stonewall Youth Development Center. • To provide strategies for juveniles to become responsible, self-reflective and productive citizens. • To deliver educational practices that promotes student success. • To assist our faculty in creating a safe working environment.

Education • The Stonewall Jackson School offers academic classes outlined by the state of North Carolina and the Department of Public Instruction. • Core offerings are aligned with the Standard Course of Study and No Child Left Behind criteria. • The schedule policy mandates school in year-around school calendar and block scheduling. Photo: Cabarrus YDC classroom • The school maintains an integrated vocational curriculum to include courses in Career Exploration, Keyboarding, and Computer Applications. • There is an integrated networked computer lab which supports all instructional programs. The computer lab assists in curriculum research and enrichment.

Education • Stonewall and Cabarrus youth development centers work to provide a quality education for the children in custody. • Each YDC provides instruction in the courses necessary to earn a high school diploma. • Each YDC offers the North Carolina Standard Course of Study for elementary and middle school Vocational courses are offered in synergetic labs. • Licensed educators teach students year-round. • Curriculum and education services reflect the needs of diverse learners. A team of teachers at Stonewall also won a 2001 Bright Idea grant for a project that encourages students to develop their letter-writing skills and improve communication with their families.

Education • Classroom are limited to eight students • Students participate in the annual testing program known as the ABCs of Public Education. • Stonewall and Cabarrus YDC have a GED program in collaboration with neighbor Community colleges. Photo: Cabarrus YDC classroom • GED program students must exhibit mature behavior by following school rules and must have at least an eighth grade reading level. • Each year, more than 45 students become GED graduate, during they stay. These student register for college upon completion

Students’ Achievement Achievement Data Percentage at or above grade level The school evaluates students’ achievement by formal and informal academic assessments, state assessments, and the levels/proficiency; in CCYDC. In addition, the key component of the program measures students’ achievement of state academic content standards, STAR testing-grade equivalency, the percentile rank, and the woodcock Johnson-grade equivalency.

  15. Discipline • Stonewall Jackson YDC and Cabarrus County YDC work in a safe environment. • Stonewall Jackson YDC is secured and teachers are assisted by security staffs to maintain discipline in hallways and assist teachers in serious incidents. • In Cabarrus County YDC ,the students’ number in the classrooms is limited to 8 and two youth officers are assigned in Stonewall Jackson YDC and Cabarrus County YDC have a set of rules and behaviour contracts that are remitted to the student while entering the facility.

Discipline • YDCs provide mentoring, education, and therapeutic treatment to prepare youth for a fresh start when they re-enter their communities. • Many strategies and methods are used to maintain discipline in YDCs; students during they incarceration have life skills trainings as a preventive stage, behavior support programs, and policies with a set of rules and consequences. Conclusion This PowerPoint reflects what are Stonewall Jackson Youth Development Center and Cabarrus County Youth Development Center and demonstrates how this school system differs from other traditional school systems. The principal and teachers work is more challenging, demanding, and emotional than in any other public school. Our hope is to have a people who can pay attention to our request, comprehend our concerns, and to conceive an effective educational system which will help juveniles to receive what they really need in their education. The role of the principal in this school system will be more creative in seeking the best work organization which will allows teachers to assumes their responsibility with clear mind and express their teaching skills sufficiently. Students in their learning process will accomplish their performance and learn what is utile for their future.
