  4. CONFIDENTIAL INTRODUCTION The current DOD Corporate Core Information Systems, HR (PERSOL), LOG (OSIS, CALMIS, etc) and FIN (FMS) have been in operation for between 22 – 42 years. The Corporate Core Information Systems no longer support DOD Business Processes efficiently. The CMIS Division received requests in connection with the upgrading of the PERSOL Information System (IS), the “Single Logistic System” and a multiple of requests for Strategic Planning enablers. The Defence Review 2014 mandates the establishment of an Integrated Defence Enterprise System (IDES). CONFIDENTIAL

CONFIDENTIAL PROBLEM STATEMENT The current DOD Corporate Core Information Systems, HR (PERSOL), LOG (OSIS, CALMIS, etc) and FIN (FMS) are outdated and technologically obsolete, not fully integrated, do not support the DOD Business Processes in full and lack compliance with the changes in the Government Regulatory Framework.   6. CONFIDENTIAL PROBLEM STATEMENT IN CONTEXT • Legacy of current DOD Corporate Core Information Systems. The current DOD Corporate Core Information Systems have been operational for 22 – 42 years, being • HR (PERSOL) - 27 years; • FIN (FMS) – 33 years; • LOG (CALMIS) - 27 years; • LOG (OSIS) - 22 years; and • LOG (LIMS) - 42 years, etc. • The majority of these systems have been developed in the ‘COBOL’ computer language, for which programmers have become increasingly scarce. • This poses a risk to the DOD to maintain and upgrade these aging Information Systems, due to technological obsolescence and constantly increasing support and maintenance costs. CONFIDENTIAL PROBLEM STATEMENT IN CONTEXT – continued The Government IFMS Initiative National Treasury (NT) initiated the Government Integrated Financial Management System (IFMS) Initiative during 2005. A moratorium was placed by NT on National and Provincial Departments restricting the upgrades, enhancements and renewals of their current core Business Applications (HR, LOG, FIN and BI). Due to the NT moratorium the current DOD Corporate Core ISs were not upgraded and/or enhanced for the last seven years. To date the Government IFMS Programme did not deliver according to plan. The IFMS DOD Supply Chain Lead Site Implementation Project was suspended, awaiting further guidelines from NT. In compliance with the Cabinet Memorandum on a new approach for the Government IFMS Initiative, an second FMS RFP was published in Nov 14 for a Tier 1 ERP COTS IFMS Solution. CONFIDENTIAL

The scope of the IDES Initiative is aimed at the rejuvenation, modernisation and integration of the following: DOD Corporate Core Information Systems, namely HR, LOG, FIN. The DOD Business Intelligence (BI) capability in support of Strategic Planning and Reporting. CONFIDENTIAL

CONFIDENTIAL CURRENT STATUS OF THE IDES INITIATIVE The planned IDES initiative is included in the scope of Defence Review Implementation Plan (DRIP), objectives with Milestone One (Arrest the Decline) of the DRIP. On the formal approval and funding of the DRIP’s objectives and activities, the detail planning the IDES will commence CONFIDENTIAL

CONFIDENTIAL CONCLUSION The DOD cannot afford to delay its Information and Communication Technology (ICT) maturity path any further, and hence an initiative to encapsulate the entire ICT landscape through an integrated solution is embarked upon as a matter of urgency. The renewal and integration of the DOD Corporate Core Information Systems is a long term investment. The successful completion of the IDES Initiative, will result in an integrated, structured, technologically advanced, governed, secured, efficient and effective, modernised, yet cost effective DOD ICT capability.
