  2. Overview • Statistics on JHA “Active” and “Accurate” • Current Status • Overall JHA Compliance • Descriptions of Work • JHA Work Group DofW Uploads

  3. 2009 JHA PEMP Measure 5.2.3 Implementation of the JHA processes will be verified and validated as part of the work authorization process. FY 2009 Target: 95% of affected staff will have active and accurate JHAs signed by the worker and respective supervisor/work lead.

  4. Present Status vs. PEMP • Overall gross JHA Compliance (9/9/2009 numbers): • 92% have active JHAs • 6701 active JHAs or Alternate/Opt Out • 358 expire prior to 10/1/2009 • 648 draft JHAs – some renewals have probably already started • 593 need to take JHA • But – factoring in Description of Work • 1212 Active JHAs need Description of Work somewhere in their JHA. [Some updates are probably done and in approval now] • So: Right now our PEMP compliance is, at best • 6701 - 1212 = 5489 are active and have Desc of Work • 6701 + 593 = 7294 need to have an active, accurate JHA • 5489 ∕ 7294 = 75% • We have a lot of work to do in the next three weeks!

Institutional Actions • Majority of JHAs are missing Descriptions of Work from Safety Work Groups • JHA Team has developed a module for mass uploading of Safety Work Group Descriptions of Work • Individuals are still responsible for their own Individual Description of Work, including specifying “All work is described in the Work Groups above”

Upload WG Descriptions of Work • Basic Idea: take the current (and supposedly complete) Description of Work from the Work Group and upload it into JHAs of Individuals who subscribe to that group. • Can specify any combination of Work Group name or Work Lead • All members of WG across all Work Leads • All direct reports across all WGs • Combination of WG x Work Lead

Upload WG Descriptions of Work (con’t) • Alternatives for Approval: • Automatic approval: returns a new JHA in the same status as the most recent, automatically approved by WL and Individual • Not Automatic approval: returns a draft JHA for review and approval by Work Lead and Individual (normal approval process) • In either case, emails go out to the Individual and the Work Lead explaining what happened.

  8. Process for DofW Upload • Send your request to jha@lbl.gov on the standard form DoW Upload Request Form Rev0.xls (email distribution) • JHA Team will execute as quickly as it can • Deadlines to guarantee September 30: • Automatic Approval “YES”: to JHA Team by noon Friday 9/25 • Automatic Approval “NO”: to JHA Team by noon Friday 9/18 (gives an extra week for the Divisions’ approval process) • Priority processing goes to requests that arrive on time!

  9. Suggested Division Actions • Goal is 100% active, with Descriptions of Work • Get your requests in for uploads ASAP • Be sure that everyone that has to renew by 9/30, does so. Concentrate on the approvals! • Target the individuals in your Division that need Statements of Work in the Individual section • JHA Team will update the list of who needs DofW often – send to DSC email distribution
