  4. Globalisasi: • Membentuk ekonomi global berbasis informasi.

  5. Paradigma Lama: • Organisasi adalah pusat keamanan ekonomi, karier dan kompetensi profesional seseorang; pendidikan dan pelatihan disediakan melalui organisasi.

  6. Paradigma Baru: • Hubungan individu mulai menggantikan organisasi sebagai prinsip mengorganisasikan. • Perubahan ini menuntut orang untuk belajar ketrampilan baru dan sikap baru untuk menjadikan belajar sebagai kegiatan seumur hidup.

Struktur Organisasi Baru: • Lebih datar, kurang hierarkis, lebih cair (tidak masif); • Didisain untuk memanfaatkan teknologi baru dan menjawab harapan yang meningkat dari semua fihak - pelanggan (klien), karyawan, dan pimpinan. • Jaringan dan hubungan menjadi cara utama untuk menyelesaikan pekerjaan sehingga peran-peran tradisional menjadi berubah.

  8. Contoh cara baru dalam bekerja: • Bertelekomunikasi dan lokasi terpencar; organisasi melalui jaringan kabel. • Tim-tim kerja antar fungsional, antar disiplin, dan mengarahkan dirinya sendiri. • Melatih, bukan mengawasi; ketrampilan manajemen untuk setiap individu.

  9. Orientasi kerja berubah: • Dari orientasi pada jabatan menjadi orientasi pada pekerjaan.

  10. Orientasi tanggung jawab berubah: • Individu, bukan organisasi, akan mengambil tanggung jawab untuk merencanakan dan menentukan masa depan ekonomi diri sendiri. • Individu akan mengambil tanggung jawab pembelajaran diri sendiri. • Individu akan mengambil tanggung jawab perencanaan kariernya sendiri.

  11. Jadi: • Ketrampilan berkomunikasi dan berhubungan dalam jaringan kerjasama akan menentukan keberhasilan dalam ekonomi dan karier.

  13. Where is IHE-NET in the picture? • IHE-NET is within the application layer. • It focuses on the interaction within the educational society.

  14. Basic Strategies • Try to use the existing infrastructure or build your own whenever possible. • Employed Qualified Human Resource. The most difficult task!

  15. IHE-Net Strategies • Strategies in HEE-Net application layer development. • Strategies in legal framework to support HEE-Net. • Strategies in IT & Telecommunication infrastructure.

Purpose of IHE-Net • To promote the exchange of information and human resources among institutions and even individuals and realize the mutual benefits in the collaborating partners. • To enhance the quality and capability of engineering education by improving the teaching staff competence in teaching and research activities.

  17. Purpose of IHE-Net Setup of information exchange networks • Education promotion. • Research activity promotion. • Teaching staff. • Event and publications.

  18. Purpose of IHE-Net Education promotion • Standardization of the curriculum. • Student exchange programs. • Transfer of credits. • Faculty member exchange programs. • Exchange of class lessons by multimedia.

  19. Purpose of IHE-Net Research activity promotion • Organization of an annual international seminar / workshop on the network. • Support for the participants to international seminars, conferences and symposiums. • Establishment of domestic academic societies.

Purpose of IHE-Net Research acitivies promotion con’t .. • Support for year-wise collaboration researches on a specific field or a subject. • Organization of a periodical international seminar, conference, or symposium on a specific field or a subject. • Support for research works at Japanese supporting universities.

  21. Strategies in Telecom Infrastructure • Educational institutions will rely on telco services for its telecommunication infrastructure. • Educational institution should run its own Internet operation on top of telco highways.

Focus Strategic Plan in Application Layer • Keep the current way of networking among institution / people. • Information Technology will be used as additional “TOOL” to make more efficient communication. • Start heavy communication traffic via E-mail. • Disseminate as much information via Web.

Strategic Plan in Application Layer • Keep the current modus in networking among HEDS Target Universities, I.e.: • Networking among dean. • Networking among department heads. • Networking among individual researchers. • Information Technology will be used as an alternative vehicle to the conventional communication methods.

  24. Strategies in The Application Layer For example, we can do live broadcast of regular seminars through Multicast Backbone (MBONE) facilities in Internet. Physical contact through seminars, workshops, conferences on various topics. should be followed by virtual contact through E-mail discussions through various mailing lists It will require sometime (might be 1-2 years) to get the results of such activities. It has been done between Hong Kong University of Science & Technology (HKUST) and Institute of Technology Bandung (ITB) over our AI3 link • First, one has to have some knowledge on the resources & expertise of the other parties. Web applications would be to perfect fit to it. many university administrators are using printed media (and most of the time difficult to ask for it) • Second, LMO doing “link & match”. • Third, use of multimedia technology. • Fourth, mutual collaboration could be initiated by keeping a win-win situation among parties.

Strategic Plan in Application Layer • Disseminate information on: • HEDS Target Universities activities. • HEDS Target Universities resources. • Other Indonesian universities resources, e.g. ITS, ITB, UGM. • Efficient information dissemination via Web & Internet. Would be nice if all participant could provide their information electronically

Summary • IHE-Net will be keep the way HEDS target universities do networking. • IHE-Net is used Internet / information technology as an alternative communication tool to make a more massive networking among the universities. • Internet is only a tool! • The key factor is on our motivation to cooperate.
