It was established to financially support the implementation of the objectives of the European Union in the employment, social affairs and equal opportunities area, and thereby contribute to the achievement of the Europe 2020 Strategy goals in this fields. The seven-year Programme targets all stakeholders who can help shape the development of appropriate and effective employment and social legislation and policies, across The EU-27, EFTA-EEA and EU candidate and pre-candidate countries.   5. 2 Act on care for a child under the age of 3 (Journal of Law No. 45 item 235) • Forms of child care for children under the age of 3(4): • nursery – age of the child: from20th* week of life , time care: 10hours a day; • kids club- age of the child: fromthe 1st year of life, time care: 5hours a day; • childminder- age of the child: from 20th week of life, max 5(3) children; • nanny - age of the child: from 20th week of life up to 3 years old. • Organization of care for a child under the age of 3 – task of the local authorities (the supervision of nurseries, kids clubs and childminders) * Maternity leave-is available for 20 weeks (amount of maternity leave) plus can be 2 weeks more (depends on parent’s claim)

  6. 3 Facilitation introduced by the Act for employers for employees Employers, who provide nursery or kids club and allocate the amount corresponding to 7,5 percentage points of deduction from the Employer Social Benefit Fund*, may increase the Social Fund* for each person employed by 7,5% of the average monthly salary [...], if they use the amount of the basic deduction to conduct nursery or kids club. Free of personal income tax: benefitsobtained from the Employer Social Benefit Fund*, conected with attending child of person entitled to such benefits to nursery or kids club. *the Employer Social Benefit Fund- created obligatory if employers employs at least 20 employees, created optionally if employer employes fewer than 20 employees

  7. 4 Facilitation introduced by the Act Nannies • Contributions of nannies for:old-age pension insurence, disability insurence and accident insurence are funded from state budget from the amount not higher than the minimum salary, if: 1) nanny was notified by a parent to social insurance and health insurance; 2) parents or single parent with child is working; 3) the child does not attend to the nursery, kids club or has not been taken into the care by the childminder. • Voluntary health insurance. • The nannies do not pay a contribution to the Labour Fund, the Fund of Guaranteed Employee Benefits, nor the Bridging Pensions' Fund.

  8. 5 Support from state budget for development of daily forms of childcare for children under the age of 3 • The departmental (Ministry of Labour and Social Policy) programme for development of childcare centres for children age up to 3 years called„MALUCH” • 2011: about 20 mln PLN; • 2012: 40 mln PLN (according to the budget draft). • Purpose of funding from Programme: • equipment and outfitting buildings where new childcare places will created ; • adaptation of existing buildings for the purpose of the organization and operation of new childcare places; • building or purchase of new buildings for the purpose of the organization and operation of new childcare places. • Amounts of grand: • Up to 50 % of costs of task or up to 70% of costs of task in case of institutions providing care for children with disabilities or requiring special care; • limits of grand for the creation of 1 new childcare place.

  10. 7 Support from European Union funds for development of daily forms of childcare for children under the age of 3 Human Capital Operational Programme Sub-measure 1.3.2. Promoting equal chances of men and women and reconciliation of professional and family life • in 2008-2010: 33 mln PLN (for children up to age of 6), • effects: 16 nurseries poins, 9 kids club, 4 kindergartens; care extended 931 children, including 120 children under the age of 3; • in 2011: 15 mln PLN (for children up to age of 6). • Submit of projects lasted until 30 September 2011, projects can especially related to the creation of kindergartens, nurseries, kids clubs and the development of care services performed by childminder; • In 2012-2014: 150 mln PLN (professional activation parents of children under the age of 3), • Measure 1.5 Supporting the solutions for reconciling work and family life • projects can especially related to the creation of kindergartens, nurseries, kids clubs and the development of care services performed by childminder; • Amounts of grand: up to 85 % costs of task. • o
