The presentation is scheduled for about 20 minutes and we will try to leave some time for questions. Feel free to ask brief questions or clarifications during the presentation.

  6. Terminology & Technology • Who is familiar with: • REC’s or Renewable Energy Certificates / Credits? • Carbon Offsets? • Carbon Footprint? • LEED Certification? • OBD-II / On-board Diagnostics? • GPS / Global Positioning System

Terminology: RECs • Renewable Energy Certificates / Credits • “RECs represent the environmental attributes of the power produced from renewable energy projects and are sold separately from commodity electricity.” (US DOE) • RECs are just a certificate saying 1 MW/Hr of energy was generated using environmentally-sound methods • They are traded between power generators (utilities) to meet “green” guidelines or requirements • Sustainable Power in a new design (eg parking garage) may make an Authority eligible to sell RECs U-Cal / San Diego 24 MW Ardrossan Wind Farm, North Ayrshire, Scotland Bendygo, Ont, CA

Terminology: Carbon Offsets / Footprint • Activities that reduce the carbon load on the environment • Can be new (not just continuing) operations that replace high carbon load activities with more sustainable ones (eg replace a coal power plant with a natural-gas co-gen plant) • Also includes projects such as reforestation of a barren area to sequester carbon • Any project that reducescarbon may have carbon-offset value • Offsets must be certified and audited to have value • Carbon Footprint is just how much carbon you emit Microgrid Energy

The Economics of Being “Green” • Different opportunities for Operators and Authorities • Operators: • Incentives • Operating Savings • Perks (short wait time, discounts) • PR / Good Will • Authorities • Grants, LEED enhancements • Increase operating efficiency • Energy savings, sell Offsets • Facility Air Quality • PR / Good Will Startup Nation

How to Get Started • Don’t be afraid to start simply (fuel efficiency, simple logging) • Look for opportunities to combine with other Green projects to maximize return, or qualify other projects for grants • Examine recurring activities (fleet upgrade, meter updates) to see if they can integrate Green aspects (alternate fuel, GPS) • Even simple changes (low rolling-resistance tires) can have a significant cumulative affect across a fleet • Consider how your existing processes can be optimized by better tracking / monitoring, such as GPS route optimization or idle-time reduction by improved queue management • Work with an environment consultant or other entity who is familiar with integrated environmentally-conscious design

Once Started, How to Expand • Perhaps most important, document pre-change conditions so that you will have a certified baseline to show improvements • Remember to document everything; even simple steps (buying a low-emission fuel blend) may have value • Have your consultant or internal engineers review your plans for consistency and added opportunities • Publicize your plans for both good will and public comment • Involve your community and clients; there are many experts who are using your services and who may be happy to help your environmentally sound changes

Specific Example Areas • We will cover some typical areas where improvements can readily be made, both for Authorities and Operators • Examples are based upon technology that is available today • Examples are based upon operating and planned projects • Cannot emphasize enough that documentation and certification of pre- and post-implementation is critical

Authority-Specific Example • Utilize GPS vehicle tracking and automatic reporting for: • Route Tracking / Route Improvement • Keep out zones / congestion management • Trip-zone management / short trip re-queue verification • Fuel economy monitoring • Real-time carbon-offset purchases • Combine with Smart Card to incentivize driver behavior • Smart Card’s may also bring Homeland Security funding • Queue management / idle-time reduction / incentives • Documented improvements may provide grant eligibility • OBD-II monitoring to detect fleet problems • Integrate into GTMS to capture funding and offset costs

  14. GPS Vehicle Tracking • Can implement as a stand-along device or integrated into the taxi meter • GPS can be the only function or can integrate with OBD-II for additional data and data-correlation • Driver feedback allows the definition of keep-out or penalty zones for congestion management • Allows toll-by-zone for incentives • Enables route-incentives for using preferred routes • Can discount-by-destination, such as trips to the train station

Queue Management / Idle Time Reduction • Can be implemented in parallel with existing infrastructure and upgrade programs • Readily documented IF a baseline data set was obtained • Easily demonstrable environmental benefits and savings • Perhaps one of a few changes that owners, operators and the Authority will all agree is beneficial • Can be offered to the Operators as a benefit of being a permitted member rather than just an occasional user

Carbon Offsets (Purchased & Sold) • Sold • Documented carbon reductions may be eligible for sale on the open market • In Portland, OR, the entire cost of re-timing the traffic lights for the entire city was funded by the sale of the Carbon Offsets with a surplus returned to the city budget • Purchased • It is possible for the Authority to contract with a broker to offer taxi patrons the ability to purchase Carbon Offsets for their current trip at the time the fare is charged • Real-time offset purchases and posting the carbon footprint of the vehicle will encourage some consumers to select more efficient vehicles for their trips

  17. Operator-Specific Example • Again, the baseline data figures must be documented to be able to demonstrate the improvements • Low rolling-resistance tires • Alternative fuel / flex-fuel vehicles and incentives • Alternative fuel use incentives • Idle-time monitoring • Fuel economy monitoring • Real-time carbon-offset purchases by patrons (via broker) • Safety monitoring • OBD-II monitoring for early fleet problem detection

  18. Fuel Usage / Economy • Alternative fuel / flex-fuel vehicles and incentives • Alternative fuel use incentives • Some states are continuing grants and incentives (eg NY) • There may be Authority-issued incentives • Idle-time monitoring • Part driver education, part situational • Fuel economy monitoring • If the Authority implements monitoring, request that a copy of the mileage records be available to you

Summary • Environmental concerns are here to stay • Many incentives are still available to ease the cost of implementing changes • It is often possible to leverage planned facility or fleet changes to maximize the environmental benefits • The technology side is currently available and is already being deployed in real-world applications • “Green” changes may bring real cost saving • Thank You!
