Marie Curie: Who is it for, and where can I go? • Nationals from EU, Acceeding states, Associated States, Third countries • Host institutions can be in EU, Acceeding states, Associated states, Third countries • Mobility: The researcher should not be a national of the state in which he/she plans to move and carry out research. And: The researcher has not lived, worked or studied in the country he wants to move to for more than 12 months out of the three years immediately prior to either the time of application, or the start of work.

Scientists/institutions • Scientists • Early stage researchers: less than 4 years active research experience • experienced researchers: more than four years of active research experience or doctorate degree • Very experienced researchers: at least 10 years of active research experience. YOU CAN DO AN ELIGIBILITY CHECK (ON THE WEB) • Institutions • Organisations which are actively involved in research and/or research training e.g. universities, research bodies, enterprises (incl. SME)

  6. Marie Curie activities – Overview 4 categories of MC activities in FP6: 1) Individual-driven actions 2) Excellence promotion and recognition 3) Return and Reintegration Mechanisms 4) Host-driven actions

  7. 1) Individual-driven actions - Basics • Experienced Researchers (at least 4 years of active research experience or PhD) • Application together with host institution • Fellowship granted for 1-2 years • Aim: advanced training and transfer of knowledge

Individual-driven actions: Financing for researchers • Monthly living allowance: basic monthly amount paid according to research experience of the researcher (Euro 47 000 per year for experienced researchers under employment contract, plus correction coefficient) • Mobility allowance: monthly payment of a fixed amount to cover expenses related to the mobility (Euro 500 without family, 800 with family, plus correction coefficient)

Individual-driven actions: Financing for researchers • Contribution to the participation expenses:500€/month for non-laboratory based research projects750€/month for laboratory based projects • Yearly travel allowance: fixed amount based on the distance between the two locations • Career exploratory allowance: one single payment of 2000 € / fellow, to attend interviews, additional courses, etc.

  10. Individual-driven actions: Financing for the institution • Contribution to management costsnormally up to a maximum of 3% of the Community contribution • Contribution to overheads:normally a maximum of 10% of the direct costs

  11. Individual-driven actions Three types of individual-driven actions: Marie Curie Intra-European Fellowships (EIF) Marie Curie Outgoing International Fellowships (OIF) Marie Curie Incoming International Fellowships (IIF)

  12. Intra-European Fellowships (EIF) - Basics • for experienced researchers moving from a Member State (MS) or Associated State (AS) to another MS/AS • Aim: provide advanced training tailored to the researchers' individual needs in order to become independent.

Intra-European Fellowships (EIF) - How does it work in practice • The researcher applies to the Commission jointly with the host institution. • If the proposal is selected, the Commission signs a contract with the host. • The researcher signs an agreement/contract with the host institution. • The researcher spends 1-2 years at the host institution.

Example:researcher with family, going from Lisbon to Paris for 2 years with an Intra-EuropeanFellowship under an employment contract RESEARCHER: Living allowance: 94 000 € Mobility allowance: 19 200 € => Total Living allowance + Total Mobility allowance : 118 520 € Career exploratory allowance: 2000 € Travel costs: 2000 € Community Contribution for the researcher: 122 520 € Research costs (lab based): 18 000 € (managed by the host institution) Total Contribution for the researcher: 140 520 € HOST ORGANISATION Overheads : 14 052 € Management costs : 4781 € TOTAL Community Contribution: 159 353 €

  15. Outgoing International Fellowships (OIF) • for experienced researchers from MS and AS moving to a Third Country  compulsory return phase • Aim: Training in an internationally accepted excellent Centre outside of Europe, followed by applying the experience gained in a European host organisation • Implementation and duration: 2 Phases • First Phase: 1-2 years in a not European area • Second Phase: max. 1 year (normally half the time of the first Phase) at a host institution in a MS / AS

Incoming International Fellowships (IIF) • For experienced researchers from Third countries coming to MS or AS • Possibility of a re-integration grant for scientists from developing countries • Aim: Training of excellent researchers from Third Countries in Europe; Knowledge transfer to Europe • Application: researcher in liaison with the host institution as well as the re-integration host (if there is a re-integration)

  17. 2) Excellence promotion and recognition • Aim: highlight the personal achievements of European researchers with a view to supporting their further development and international recognition • 3 different actions • Grants for Excellence Teams (EXT) • Chairs (EXC) • Excellence Awards (EXA)

  18. Grants for Excellence Teams (EXT) - Basics • Aims: support for creation and development of European excellent research teams in MS or AS; support of early scientific independence. • Who applies: team leader in liaison with the host institution in which the project will be developed and executed • Teams: can, e.g., be composed of 1 team leader and 3 PhDs; teams should not exist for more than 1 year (if so, they should be enlarged)

FRP – Grants for Excellence Teams (EXT) - Financing For researchers: • Salaries • Travel allowance • Mobility allowance (only for ‘mobile’ researchers) • Contribution to research and research training expenses (is adjusted by the real costs, e.g. publications, technicians, advanced training, scientific approach, etc.)

  21. Grants for Excellence Teams (EXT) - Financing For the institution: • Up to 3% (of the Community contribution) Management activities incl. audit certificate • 20 % of additional direct costs • With prior agreement of the COM, contributions to technical equipment

EXAMPLE:Team hosted in Linz, Austria - Team leader from Munich, Germany, with 7 years experience, and two children; - doctoral student from Paris, France, without family charges; - experienced researcher with 5 years’ experience from Warsaw, Poland, with a husband and child; - experienced researcher with 11 years’ experience from Salzburg, Austria, withoutfamily charges. Salaries; doctoral student: stipend; work for the entire duration of a 3-year project. Researchers Team leader: 221,334€ Team member from Paris: 67,878€ Team member from Warsaw:178,092€ Team member from Salzburg: 220,710€ Total : 688,014€ Host institution equipment expenses: 60,000€ cost of the research activities: 30,000€ programmer for management: 15,000€ audit certificates: 5000€ Total direct costs: 798,014€ overheads : 159,603€ max. (Bsp.: 45,000€) Total EC contribution: 843,014€

  23. Chairs (EXC) - Basics • Aims: Support world-class researchers for a research period and to encourage them to resume and advance their careers in Europe • For: world-class researchers. This action also addresses European „returning researchers“. It may be developed in synergy with host-driven actions. • The Chair holder gives lectures and carries out research. (50/50)

  24. Chairs (EXC) – Host institution • Host institution: universities, research bodies or enterprises in a Member State or Associated State • The host institution is the contractual partner of the Commission and it has to guarantee Chair holders the administrative and logistic support.

  25. 3) Return and Reintegration Mechanisms 2 types: • European Reintegration Grants (ERG): For researchers who have just completed a MC fellowship • International Reintegration Grants (IRG): For researchers who carried out research outside Europe for at least 5 years

European Reintegration Grants (ERG) • Aim: Reintegration of researchers from MS or AS who have taken part in a Marie Curie Action for at least two years • Application: The researcher applies to the Commission together with the host institution six months before the end of their initial fellowship. • Project: starts usually after the MC action is finished (exceptional cases are possible!); well-defined research project which has to be more advanced? considerably to be better than the original project

  27. European Reintegration Grants (ERG) • Budget: The grant, which must be used within one year, goes towards the cost of undertaking a reintegration project. Salary is not paid for the reintegrated researcher. (But additional staff, equipment, travel expenses, etc.) • The host institution must ensure the effective and lasting reintegration of the researcher for at least two years.Not more than 3% of the total contribution can be used for management activities.

  28. European Reintegration Grants (ERG) • Open call with continuous submission from 15 April 2003 to 31 October 2004. • 4 evaluation sessions/year; selection rounds take place every 3 months (upcoming closure dates: 15th April 2004, 15th July 2004 and 14th October 2004) • Total indicative budget: 20 M€ in 2003 and 19 M€ in 2004

  29. 4) Host-driven actions 4 types of host-driven actions: • Marie Curie Research Training Networks (RTN) • Marie Curie Host Fellowships for Early Stage Research Training (EST) • Marie Curie Host Fellowships for Transfer of Knowledge (ToK) • Marie Curie Conferences and Training Courses comprising series of events (SCF) and large conferences (LCF)

  32. Deadlines • Additional calls can be expected at the end of 2004, deadlines will be in 2005 and 2006, probably similar to the ones in the earlier rounds • Example: Call for Intra-European Fellowships in December 2002, deadlines in March 2003 and February 2004
