Current challenges of Ignalina NPP • Preparing for the decommissioning of Unit 1; • Safe operation of Unit 2, including availability of motivated staff and maintenance of a high level of safety culture; • Complete the implementation of SIP-3 of Unit 2; • Implementation of pre-decommissioning projects.

  8. Pre-conditions for decommissioning • Dry storage of spent fuel (B1); • Radioactive waste retrieval, treatment and storage facilities (B234); • Free release facilities (B10); • Very low level radioactive waste repository (B19); • Low and intermediate level radioactive waste repository (B25).

Prerequisites for development • Safety culture -safety is given a highest priority and widely shared • Regaining of public trust in nuclear power • Transparence in presenting safety issues to public • Strong and competent utility, sufficient resources • Independent and effective regulatory body with necessary competence and recourses • State of art scientific and technical infrastructure • International cooperation 9 CNS RM4 GR4 14-25 April 2008, VIC, Vienna

Potential problems • Lack of experience in implementing of projects of such scale • Underestimates in terms of resources and time schedule • Lack of understanding and communication between the utility and regulator • Differences in regulatory and working practices in lithuania and country of technology provider • Potential loopholes in national legislation • No experienced project implementation company • Regulatory and its supporting infrastructure may not be ready in time • Bottlenecks in supply, not quite completed and approbated technologies 10 CNS RM4 GR4 14-25 April 2008, VIC, Vienna

Development of nuclear program • Low on Nuclear Power Plant was established in 2007 • Project Implementation Company Visaginas NPP was established • EIA finalized in April 2009 • The draft concept of Nuclear Safety Law has been prepared • Nuclear Energy Law is under revision • Regulatory authority VATESI has launched a revision of nuclear regulations • Nuclear regulatory authority VATESI was reformed, organizational structure was changed

EIA process EIA programme approved in November 2007 Implementation of EIA in accordance with national legislation (public hearings, concordance with state institutions) Convention on Environmental Impact Assessment in a Transboundary Context (Espoo, 1991) Countries notified: Belarus, Estonia, Finland, Latvia, Poland, Russia, Sweden Participating countries: Belarus, Estonia, Finland, Sweden, Latvia and Poland. VATESI • Established by the decree of Government on 18 october 1991; • Directly subordinated to the government; • Head of VATESI appointed by the primer minister; • MANDATE • State regulation and supervision of nuclear safety and radiation protection in nuclear facilities • State control of safeguards implementation • State regulation and supervision of physical protection of NFs and NMs • Emergency preparedness (24 hours on duty officer) • International cooperation within the mandate of VATESI (bilateral, IAEA WENRA, EU WG, OTHER)
