General introduction • Rapid growth in the economy and the transport sector is straining infrastructure capacity. • The motorcycle fleet has increased very fast during last few years. • Motorcycle use is a major safety issue. • Although the number of traffic accidents has fallen, fatalities have not - serious accidents are increasing, even in rural areas. • Safety awareness of road users remains low. • Traffic Safety Strategy 2020 and Vision 2030 is being implemented.

ACCIDENTS Engineeringconditions Road Traffic Accident Causes • Vehicle motorisation occurs at a very rapid pace. • In 2009, motor-bikes increased by 10.5%; cars by 14.1% compared to 2008. • Traffic safety awareness of road users is limited. 85% of road accidents are related to human errors. • Road traffic administration, management, driver management still shows a lot of problems. • Enforcement is not regular and not strict enough. • Dissemination of legal knowledge and education of safety are not satisfactory. • Road engineering is unable to cope with vehicle increase. • Safety facilities are found lacking in quantity, low in quality, not properly installed, distributed.

Serious accidents by vehicles Phap Van – Cau Gie road section on 4th, May 2009, 4 people died, 10 others injured The 2nd of November, cargo transport vehicle caught in an accident, one died, causing traffic congestion for hours on Thanh Trì bridge (Hà Nội). At Phu Tho province, on September 20, 2009 A drunken bus driver hit another bus, causing 8 people died, 58 others mainly students injured.

Traffic safety policies and administration Traffic safety management by the Government • NTSC • Being the cooperation agency • Chairman of the NTSC , Minister of Transport • MOT (DOTS) is assisting the Minister in building policies and advisory work. It is in charge of the formulation of National TS Strategy and Head of the multi sector RS WG. • Under NTSC is PTSC and under MOT is PTS in all provinces. NTSC- MOT PTSC

Inter-sectoral (Institutional) Development Strategies Focus Area for the Institutional Improvement In order to ensure the sustainability of the traffic safety policy and to implement effective and efficient countermeasures, it is necessary to develop institutional infrastructure, human resource and financial resource. • 1)Administrative Enhancement Program • - Enhancement of National Traffic Safety Committee • - Provincial/City Traffic Safety Committee • - Traffic Safety Department/Unit in the transport department • - Legalization of Traffic Safety Plan • 2) Research and Development Program • - Traffic Safety Center Development • - Traffic Safety Database Development • 3) Resource Development Program • - Traffic Safety Foundation Development • - Traffic Safety Human Resource Development
