  2. Background of Consortium • Resulted from workshop held on November 2-3, 1998 • Sponsored by NCHS/CDC in conjunction with AHCPR and NCVHS • Attended by 85 organizational representatives

  3. Consensus Recommendation • Organize Public Health and Health Services Research representation on standards development bodies • Educate public health and research communities about data standards issues • Participate in efforts to assure continued access to information

  4. Consensus Recommendation • Convene organizations around data standards issues • Identify high priority data needs • Seek formal representation on data content committees

  5. Consortium members • Participants include: • NCHS/CDC, AHCPR, HCFA, NCVHS • NAHDO, NAPHSIS, CSTE, ASTHO, AHSR • Other organizations to include: • NACCHO, AMCHP, ASTPHLD, State Medicaid Directors, Cancer registries, mental health and substance abuse

  6. Priority Items • Inventory of Public Health data elements • User-friendly data dictionary • Identify high priority data needs • Seek representation on data content committees • Increase representation at standards development organizations

  7. Inventory • Inventory of current content requirements for state hospital discharge databases and other encounter databases • NAHDO project with AHCPR • NAHDO to : • Design simple Information Model of data elements • Identify variations in definitions of data elements • Identify additional high priority data needs

  8. Data Dictionary • User-friendly data dictionary: • to communicate the content of standard claims transactions to non-technical audience • to map data elements from NAHDO’s Information Model to the standards • not to duplicate efforts already accomplished e.g HL7, X12, Metadata registry efforts

  9. Representation • Increase participation in HL7 and X 12 • organizational memberships • Representatives to NUBC and NUCC • Federal and state representative on each content committee • NUCC, May, 1999 (Denise Koo; Walter Suarez) • NUBC, August, 1999 (Marjorie Greenberg; Bob Davis)
