Informal document WP.29-162-18 (162nd WP.29, 11-14 March 2014,agenda item 4) Note by the secretariat Principles for Supplements, Series of amendments and Revisions to UN Regulations • Taking into consideration: • long transitional periods of a number of UN Regulations, i.e. multiple series of amendments in force at the same time. • the new provisions of draft Revision 3 of the 1958 Agreement, i.e. : • - CPs may apply former versions of UN Regulations, “graved in stone”; • - common date (1.9.) of entry into force of new series of amendments to UN Regulations (model year); • - need to simplify the administrative tasks (firmly stick to the decision by WP.29 to have only 1 amendment/a)

Classical case Successive amendments to a UN Regulation proposed by a GR and adopted by WP.29 Time Short transitional provisions Original version 01 series 02 series Preparation of consolidated Revisions based on previous series (including all Supplements) The 01 series is based on the latest amendments to the original version, i.e. the content of the original version is included in the 01 series. The 02 series is based on the latest amendments to the 01 series, i.e. the content of the 01 series is included in the 02 series.

New situation Successive amendments to a UN Regulation proposed by a GR and submitted to WP.29 Time 00 series 00 version ? ? ? 01 series 01 version ? ? ? ? 02 series 02 version Supplements will no longer be automatically included in higher series, but have to be specified by the GR Common date of EiF of amendments and introduction of versions (“graved in stone”)

Handling of amendments (GRs & secretariat) Request by OLA: WP.29 and GRs shall be clear in their decision if a supplement to a specific series of amendments shall also apply to the subsequent series of amendments ! Conclusions for the future handling of amendments to UN Regulations • Conclusions for GRs and the secretariat: • GRs shall be clear in the adoption of Supplements to the different series of amendments to the UN Regulations • The secretariat will prepare separate documents for adoption by WP.29/AC.1 • GRs shall limit the adoption of amendments to a specific UN Regulation to only 1 amendment per year (common date of EiF) • The secretariat will prepare consolidated versions of the former series of amendments of UN Regulations
