  • Each OOSH service produces and maintains a program unique to there own circumstances
  • Parameters are those factors that affect how the service produces and maintains a program

Eg. The budget will affect the type of activites, materials used etc.

  • Human eg. Number of staff, qualifications, skills of staff, number of children
  • These freedoms and constraints provide the parameters of the program and will impact on the aims/goals (philosophy) of the service
