  4. Social Media Social media includes web-based and mobile technologies used to turn communication into interactive dialogue. Wikipedia.com

Currently there are over 1,100 law enforcement agencies worldwide on Twitter *Over 377,000 tweets have been generated by the US, UK, and Canadian Law Enforcement Agencies United States 800 agencies 292,532 Tweets 404,962 Followers 67,338 Following Facebook has 845 million active users 425 million of those users are mobile users

Crowdmap is a neat little yet powerful tool which allows users to make their own intensity maps for free.  • The tool is completely online and does not require any downloading Crowdmap / Crowd-sourcing • It combines elements of Web 2.0 to allow for instant updating via crowd sourcing (twitter, SMS, email, mobile, and web entry).

The town of Joplin, MO provides a great example of how recovery is increasingly social. • Affected community members are not only able to quickly find access to donated resources but the FAQ tab is a literal one-stop-shop of information. • People can find links and advise about all aspects of recovery from “Do I need to sort my debris?” to “What documents will FEMA need from my insurance?”

  12. Social Media Interoperability (SMI) is the degree to which social data, processes, & structures are integrated within preexisting emergency management systems. There are hard & soft elements to the SMI framework

Hard SMI is the hardware, software, & networks that exist so that responders and the public can communicate • Traditional Systems • Government Owned • Proprietary or Privately Owned • Closed Data • Non-Public • Social Media Systems • Collaboratively Created • Free Open Source Software • Open Data • Public

Soft SMI represents the changes in culture & attitudes needed for all responders in order to better serve our communities • Traditional Responder • Most citizens can be trusted • Many citizens have untapped & useful skills • Communities are allowed to help provide solutions • You don’t have or know all the answers • Social Media Responder • Most citizens can be trusted • Many citizens have untapped & useful skills • Communities are allowed to help provide solutions • You don’t have or know all the answers

  15. WE NEED TO QUIT WORKING IN SILOS! There is no room for competitive “silos of excellence” when the topic of preparedness for families & public safety for our communities.

A “Hashtag” is seen on Twitter as a word preceded by a #symbol. • Whenever you see a hashtag on Twitter, you can click on it, and you will see all similar tweets that are using this same hashtag. • Hashtags are used on Twitter to organize tweets into one twitter stream so that many people can contribute their perspectives on the same conversation. Michigan 911 Dispatch Center Embraces Social Media • In January CCE911 began delivering certain notifications via Twitter. • Notifications currently being "tweeted" are Weather Alerts and Road Hazards in Charlevoix, Cheboygan, and Emmet Counties. • Twitter Accounts include: • @911Charlevoix • @911Cheboygan • @911Emmet • To receive the Charlevoix alerts via SMS text message, text "Follow 911Charlevoix" to 40404 • To receive the Cheboygan alerts via SMS text message, text "Follow 911Cheboygan" to 40404 • To receive the Emmet alerts via SMS text message, text "Follow 911Emmet" to 40404

  19. Threats: • Non interoperable virtual layers on top of pre-existing non interoperable emergency management technologies • Non collaborative, competitive cultures, & attitudes • Lack of investment by governments in innovative technologies

  20. Challenges: • To collaborate in a timely & honest fashion for only one reason: BECAUSE WE CARE ABOUT PUBLIC SAFETY • To create open, innovative, non proprietary “tech-4-good” that will be accessible & benefit all stakeholders

Opportunities: • To bridge some longstanding interoperable issues in Michigan using SMI • Increase awareness & preparedness in our communities in order to save lives, reduce losses, and preserve the environment • To build resilient/interoperable & active social media response networks worldwide
