  4. PRIMARY Care, Custody and Control of the Levee System are the responsibility of the levee district/sponsor. Statutes and federal regulations dictate your responsibility to operate, maintain & protect the integrity of the system to ensure that ALL people living behind the levees are at lower risk. The system cannot be compromised due to lack of sponsor’s willingness to exercise their authority, especially if it’s political or controversial.

  5. Because of LA Revised Statutes: Title 38, 33 U.S.C.A. 408, & 33 CFR 208.10, there is no excuse from a levee district not to cite or detain anyone that may threaten the structural integrity of the levee system, PARTICULARLY if the person is made aware of the infraction yet continues to violate.

WHAT’S THE DIFFERENCE BETWEEN: • JOE PLANNING TO DETONATE A BOMB 20’ OFF THE MISSISSIPPI RIVER LEVEE TOE DURING HIGH WATER…… • FARMER BOB DIGGING A 30’ DEEP POND 100’ FROM THE L/S LEVEE TOE IN A HIGH SEEPAGE AREA, AND…… • ALLOWING A SAND BOIL CARRYING MATERIAL 1200’ LANDWARD OF THE LEVEE TO GO UNATTENDED??????
