License Plate Reading / Biometric Capture • License Plate Reading and Biometric Capture should be accurate, reliable, and invisible to CBP Officers • Accuracy requires superior equipment, well-designed configurations, regular quality checks, and ongoing improvement • Reliability is achieved through testing, predictive maintenance based upon history, and integrating lessons learned • Invisibility to the CBP Officers is the result of dependable performance • Accuracy requires continuous performance monitoring, identifying improvements • New license plates are regularly issued by all states • Read rate accuracy is impacted by traffic patterns, plate trends, and weather patterns • Our recognition algorithm continues to grow. Hundreds of installations teach our system through daily data collection and processing. • Proactive ground truthing identifies and integrates new plates • Reliability is achieved by continuous design improvements • Must maintain operations in diverse environments, e.g., Alaska / Arizona / Maine / Florida • Equipment must be dependable, maintenance minimized, service times kept short • Fast, efficient, accurate recognition processing • Lessons learned are evaluated incorporated into next design

  5. License Plate Reading / Biometric Capture • Every port is unique, every lane is different. Vendors must assess and work within local constraints We can determine: • Equipment Selection: Imagers, lenses, lighting, triggers, timing • Lane Layouts: Camera angles and distances, equipment positions within lane restrictions • Configurations based upon Traffic: Regional plate variances, new plate designs, plate colors (letter & background colors), reflectivity We overcome: • Environmental Challenges – sun glare, rain/snow, road grime • Unreadable Plates - Dirty/damaged/missing/blocked • Blocked Faces – sunglasses, visors, car-carriers We are developing a Unique Vehicle ID (UVID) system to help when license plates are not fully readable

Imager Physical Improvements • Ingress Protection (IP) has advanced (IP54 -> IP67) • Older IP54 compliant imagers “breathed air” - dust/water resistant • Today IP67 imagers are sealed – allow pressure-washing for maintenance • Modular internals meaning cameras are easier to service • Installation time reduced by 80% • Smaller footprint • Designed to incorporate future enhancements easily • Benefits to CBP: • Less downtime, fewer lane closures • Less maintenance, quicker installations • Lower costs for setup, operation, and maintenance • Better performance to help keep travelers and commerce moving

Like standard TV to Ultra High Definition Tim to provide photos • 10X faster processing than current imagers • Color imaging • Improved identification of some plate types/new designs • Color images preferred by some biometric algorithms • OCR algorithms ongoing improvement • Benefits to CBP • Accuracy continues improving: 95% -> 98%+ • CBP officers quickly receive more accurate data • Fewer hand-entered corrections (multiplied across every lane on northern & southern border) • Better scene visibility – higher resolution/wider images

Face Capture for Biometrics • Two systems completed: • Cargo: PARE 2.0 production system, Buffalo and Fort Erie Public Bridge Authority • POV: VFS Trial system, Anzalduas Port of Entry • Integrated with CBP OIT for biometric processing (NEC algorithm) • Tailoring configuration is key for best image capture: • Eyes forward, space around face, avoiding obstructions, contrast with background • Lane angles, vehicle type/heights, camera and lighting selection • Biometric algorithms may prefer different photo characteristics • Considerations: • POV – captured as many faces as possible in the vehicle • Cargo – must capture driver • Monochrome vs color imagers • Multiple angles vs one angle with multiple camera types • Uncooperative drivers, sunglasses, sunshades, glare • Feedback and adjustments greatly improve results: • 2 camera setup - Monochrome & Color on same pole provided best results • NEC algorithm preferred monochrome images • Height and pitch for cargo

PARE 2.0 Results / Lessons Learned • Monochrome images best for: • NEC Algorithm performance • Contrast with vehicle interior – especially dark skin tones • Best match rates = 2-camera system (mono & color, same side) • On-file reference images required for matching • Must perform tuning with target algorithm and reference images • 85%-92% facial biometric match rates when a reference found

CBSA Secure Corridor Concept Pilot • Pilot Objectives: • Testing the capability of processing commercial traffic remotely. • Expediting the passage of low-risk, trusted shipments at the land border. • Reducing processing times by automating manual processes. • Increasing the number of trucks passing through a port of entry.

  18. CBSA Secure Corridor Pilot Project • CMV enters lane at Zone 1. • Traffic signal notifies driver to stop.

  19. CBSA Secure Corridor Pilot Project • Vehicle is detected by inductive loop which: • Triggers the front color LPR • Energizes front- and side-mounted RFID antennas

  20. CBSA Secure Corridor Pilot Project • Data from windshield mounted RFID Tags are collected by front antennas. • Driver presents RFID travel documents to be read. • Traffic signal momentarily changes to green to release driver, then back to red to stop next vehicle in lane.

CBSA Secure Corridor Pilot Project • CMV proceeds to next traffic signal just passed unmanned inspection booth. • If documents were successful in Zone 1, truck will proceed to exit. • If information is incomplete, traffic light stops CMV and documents are reread. • Driver can communicate via intercom in the lane with CBSA personnel.
