  10. Wireless 911 Board • Population based Disbursement to Counties • 365.173 (2)(a)-Population per FAC Directory • Counties (12) that will experience a decrease in revenue are: • Alachua, Broward, Collier, Miami-Dade, Duval, Hillsborough, Lee, Monroe, Orange, Palm Beach, St. Johns and St. Lucie

  11. Wireless 911 Board • Small Rural County Grant Monies to Fund Participation in Regional System • Change language in 365.173(2)(a) 2. To specifically allow grant monies to be used to fund a small rural county’s participation in a regional system based on an “Inter-local Agreement”

  12. Wireless 911 Board • Auditor General’s Recommendations • Carry forward all revenues from Wireless 911 Fee until utilized without limitation on percent or time. • Separate accounts for wireline and wireless revenues to better track receipts and expenditures

  13. Wireless 911 Board • All customers with access to 911 should pay the Fee. • Non-Traditional users Prepaid Customers On-Star Type Customers (telematics), etc.

  14. State Technology Office • Funding for “Statewide 911 System Director’s Office” as specified in s. 365.171 (5) with at least 5 FTE • Reviewing

Rural County Grant Program • Updated Requirements for 2003 • Automatic Grant - $3,000 Monthly Disbursement Minimum for Small Rural Counties (1/3 to 1/2 of funds) • Later today at 3:15 there is a session on “Wireless 911 Grant Results and Overview of Next Years Grants” with Nelson Green, Pat Welte, Bruce Thorburn and Winston Pierce

  17. Rural County Grant Program • Priorities • #1--Rural Counties w/o E911 • #2--Rural Counties that need to replace critical or necessary components • #3--Rural Counties requesting system upgrades related to wireless impacts • #4--All other applications

  18. Rural County Grant Program • Schedule • Application Deadline - 2/28/02 • Evaluation of Applications - March and April 2002 • Recommendations to Board for Funding - April and May 2002 • Grant Checks Issued - before June 30, 2002

  19. Grant Program • March 12, 2002 • 5 Non-Recurring Priority One (P1) Awards for $686,400 (FAW 4/5) • April 16, 2002 • 11 Awards (1-P1 and 10-P2) for $246,338 (FAW 5/3) • 1-P1 Pending at Board - $125,000 • Total Available=$1,136,144(est.) • Total Awarded=$1,057,738

  20. Other Issues • Audits • Provide STO a copy of the county’s annual audit (showing the 911 fund) • DMS Inspector General’s Audit Office is Auditing the Special Appropriations in FY96/97 through FY99/00 for E911

Issues of Concern • Ability to Access 911--“Everybody Pays” • Large Fluctuations in subscribers reported by county (See Web Site for Excel Spreadsheet) • Funding for Phase II still short but looking better! • Delays in Phase I and Phase II Implementation Have you requested? Are you ready to Implement Phase I or II?
