OBJECTIVES The objectives of the European Steel Research and Technical Development (RTD) programmes within the frame of a sustainable development, are: • to support the competitiveness of the Community steel industries; • to support the scientific, technological and political objectives of the European Union.   5. PARTICIPATION Can participate in the programmes and apply for a financial contribution, any undertaking, research institute or natural person, provided that is established in the territory of a Member State and intends carrying out a RTD activity. Centro Sviluppo Materiali SpA 2001

  6. MANAGEMENT • The programme is managed by the Commission, with the assistance of one Committee and one Steel Advisory Group (SAG). The Steel Committee composed of the representatives of the Member States assists the Commission on the allocation of funds, the drawing-up the terms of reference for the monitoring and assessing the programmes. The SAG assists the Commission on the overall development of the programme, on the evaluation of proposals and provides recommendations on the priority to be given to the proposals.

IMPLEMENTATION Forimplementing the programme the Commission establishes and makes publicly available a package, which provides information on: • the programme • modalities for participation • application forms • rules for the submission of proposals model contract(allowable costs, maximum financial support, modalities of payment etc.) Centro Sviluppo Materiali SpA 2001

  8. ASSESSMENT An assessment of the programmes is carried out at the completion of the projects financed during the period covered by programmes. The benefits of the RTD to the society and to the sectors concerned are assessed. The assessment report is published. Centro Sviluppo Materiali SpA 2001

GLOSSARY • Long term: Results applied after 10 years or more • Medium to long term: Results applied between 7-10 years. • Medium term: Results applied between 5-7 years. • Short term: Results applied within 5 years. • EU funding: financial support provided by the EC Centro Sviluppo Materiali SpA 2001

GLOSSARY • Production: all activities in the product cycle, from raw-materials manufacturing to end-products recovery. • Product: the term ranges from pre-processed raw-materials to end-products or structures and associated services. • Targeted Research Action (TRA) Programme implementation concepts, which aim at focusing strategic priorities for the calls within a Key Action. RESEARCH PROGRAMME The research programme is divided in two RTD sectors:  steel research projects  steel pilot and demonstration projects The programme foresees one call for proposals per year up to 2001. The implementation is subject to annual budgetary decisions. Centro Sviluppo Materiali SpA 2001

PROJECT MONITORING • The progress of projects is undertakenby a series of Executive Committees (research) and Experts Groups (P/D) under the responsibility of the Commission. • The Executive Committees comprise two experts from each Member States and the Experts Groups five experts not related to any national criterion. How is a proposal evaluated and selected? • Evaluation and selection of proposals is carried out under the responsibility and co-ordination of the Commission, assisted by external experts chosen by the Commission. Each member will make its own evaluation on the basis of well identified criteria. Centro Sviluppo Materiali SpA 2001
