The Civic Integration Act(1.1.2007) • Integrations programs facilitated by municipalities • Free course market for civic integration programs • Integration candidate pays 270 euro for the integration course • Obligation to pass the integration exam within 3,5 to 5 years • Content of the exam: Knowledge of Dutch Society and Knowledge of Dutch Language at level A2 of CEF • Target group: age 18 - 65 newcomers with non-temporary goal, refugees, spiritual leaders, oldcomers with deficient language proficiency • Exemptions (medical reasons, diploma’s) • Incentives and financial disincentives

  4. Exams and other qualifications for civic integration • Integration exam(A1/A2) • Newcomers: level A2 • Oldcomers: level A1 reading & writing, level A2 speaking and listening • Exemption test (B1) • State exam Program I (B1) • State exam Program II (B2) • Vocational training degree (A2/B1)

The ‘making of’ integration exams • The challenge of making integration operational at a practical level (what does integration mean) Starting points in the Dutch case: • As much focus in the individual as possible • Appropriate level of language • One exam for all focus groups • Focus on practical level of knowledge and self-management • Focus on practical knowledge and language proficiency necessary to cope with (local) authorities, agencies, educational / medical agents • Focus on language learning outside the classroom

  7. Civic integration exam (1) • Two parts: • Practice test (one examination): portfolio and assessments • Central test (three examinations): • Knowledge of Dutch society • Language test • Electronic practice test

Civic integration exam (2) • Crucial Practical Situations (CPS) and crucial actions • Practical knowledge and language proficiency • Profiles in the exam: • Profile Labour • Profile childcare, education and healthcare • Profile social participation • Profile entrepreneurship - And profile ‘Active citizenship’ for all integration candidates

I’m registrering my marriage or registered partnership at the municipality. Request documents and other matters I apply for a new document at the municipality. Quality improvement - Deltaplan Civic Integration • Competency profiles professionals • Research on specific and diverse programs for illiterates, low, middle and hig educated migratns, e-learning • More dual programs, language in combination worth work, volunteering, entrepreneurship • Personal integration budgets • Processmanagement M50 • Professionalising position of commisioners

  14. Evaluation of the system • Two large evaluations: • The Civic Integration Act is begin evaluated at the moment. Results are expected soon. • The effectiveness of civic integration policies (language and knowledge of society programs) in terms of participation in society • Benchmark • Benchmark by ‘Blik op Werk’ on passing rates exams • Benchmark by results municipalities
