Florida’s Public Virtual Education Options 2012-13

  • All students = Public, private and home education students
  • Eligibility per s. 1002.455 = Students must meet one of the following criteria: Prior-year in Florida public school, siblings of virtual students enrolled in current and end of previous year, military dependents who recently moved to Florida, students in grades K-1, students in grades 2-5 enrolling in full-time virtual programs.
  • Limited Part Time = Grades K-12 courses measured by FCAT, End of Course (EOC) assessments and AP exams; Courses offered to students enrolled in dropout prevention, academic intervention and Department of Juvenile Justice (DJJ) programs; core courses to meet class size requirements; or Florida college grades K-12 courses

District Virtual Instruction Program (VIP)

A district VIP shall consist of the following:

  • Full-time Virtual Instruction for students in grades K-12
  • Part-time virtual instruction for students in grades K-12 AP, FCAT-related and EOC courses
  • Full-time or part-time virtual instruction for students in dropout prevention and academic intervention programs, DJJ programs, core courses to meet class size requirements and Florida college courses

District Virtual Instruction Program (VIP)

Districts may:

  • Offer a district-operated program
  • Contract with Florida Virtual School (FLVS)
  • Establish a franchise of FLVS
  • Contract with a Florida College
  • Contract with an approved provider
  • Enter into an agreement with another school district
  • Enter into an agreement with a charter school

  • District provides administration and teachers and serves district students
  • FLVS provides curriculum, LMS, SIS, professional development for teachers and administrators, mentoring, and other tools and resources

District Franchises can offer:

  • Individual online courses for public, private and home education students in grades 6-12
  • Individual online courses for eligible students in grades K-5 (when available)
  • Full-time K-12 public virtual instruction for students in grades K-12 (K-5 when available)

Funding based on successful completions and limited to 1.0 FTE

  • Eligible district students and eligible students from other districts may enroll in these online courses
  • District of instruction, rather than home school district, reports course completions for funding
  • Combined total of all school district reported FTE limited to 1.0 FTE per student per year

Virtual Charter Schools
  • May serve eligible district students in grades K-12
  • Must offer full-time virtual program
  • Must contract with a DOE-approved provider or FLVS for its virtual education program
  • Must submit application to school district and be approved to operate a virtual charter
  • Funding is based on successful completions and limited to 1.0 FTE

  • Imperative to collaborate and share information with Provider to ensure accuracy of data

  • Make sure student ID and provider codes are accurate
  • Course numbers should match in Surveys 2, 3, and 4
