Revisit Regions to Enhance Focus on Rural Dynamics: Scenarios • Incorporate “LIFT” urban / rural definition based regions • Use “LIFT” urban / rural definition to divide our current Balance of State into two. Note: any region change must include protections for HUD HOME Participating Jurisdiction resources / prioritization. LIFT definition for Rural: Rural communities are those with a population of 15,000 or less outside of the Portland urban growth boundary in counties within metropolitan statistical areas (Benton, Clackamas, Columbia, Deschutes, Jackson, Lane, Marion, Multnomah, Polk, Washington and Yamhill Counties) and communities with a population of 40,000 or less in the balance of the state. • QAP
