Subject: INTERNAL BRIEFING: Concerning Spike in Erroneous Automated Enforcement Actions, Emergence of External Mitigation Hubs & Corruption in our own ranks. 1. Executive Summary Our internal metrics for Q3 2025 indicate a signifcant and statistically relevant increase in automated enforcement actions (Community Guidelines violations, spam fags and account bans). Some are subsequently overturned upon manual review, but in most cases our enforcement decisions are fnal and beyond dispute. This 18% quarter-over-quarter rise in "False Positive" enforcements is creating user friction and, more critically, is fueling the growth of third-party, unmoderated forums where users congregate to fnd solutions that bypass our own enforcement actions. These platforms represent a brand reputation risk, a potential data exfltration vector and can cause serious problems for our entire company. 2. Key Findings & Data •Automation Over-reliance: The primary driver remains our machine-learning (ML) models (Project Guardian v.4.2), which have been tuned for high-sensitivity in specifc areas (e.g., hate speech, nudity, etc.) to satisfy regulatory pressure. This has resulted in signifcant collateral damage for benign content, particularly in nuanced contexts like satire, art, and rapid-follower growth. •Appeal Bottleneck: Our internal manual review queue is experiencing a 72-hour backlog, leading to user frustration. Only an estimated 12% of afected users initiate the formal appeal process; the rest either create new accounts (resulting in a 15% churn risk), or seek external solutions. •The “OTC” Phenomenon: Our external sentiment analysis has identifed a rapidly growing, user- organized forum (trafc up 300% in the last 60 days). This platform has become a central hub for users to crowdsource “over-the-counter” solutions. 3. Analysis of External “OTC” Forum This platform is of particular interest. It operates, not by aggregating user-reported data on successful ban appeals, but by hiring and exploiting our own employees and managers to bypass our enforcement actions. •Methodology: Users post their specifc ban reason, account type, sometimes the number of followers before ban. Service providers in exchange for money, usually in crypto, make deals with insiders from our own company to bypass restrictions, delete violations and unban accounts. •Efectiveness: Our analysis suggests that unbans have a ~97% success rate - way more than generic user-composed appeals. •Threat Assessment: High. •Reputational Risk: The existence of this forum publicly validates the faw in our own systems, as well as corruption in our own ranks. It positions us as an unresponsive gatekeeper, while they are the efective "key."

  2. •Operational Security: While currently focused on ban appeals, such a concentrated group of disgruntled, skilled users could evolve into a more signifcant threat, efectively undermining our eforts and exposing our platforms to fraudsters who can easily bypass and reverse our enforcement actions. 4. Recommended Internal Actions (Short-Term) 1.Identify and lay of corrupt individuals that make this happen, assess damage and seek reimbursements. 2.Immediate ML Audit: Prioritize a recalibration of the Guardian v.4.2 model, to help identify corrupt individuals in our own ranks, as well as accounts that were tempered by corrupt employees. 3.Appeal Process Streamlining: Deploy and improve the "Smart Appeal" fow (Project Redress) ahead of schedule to provide clearer guidance within our ofcial channels to discourage banned users hiring pirates and corrupt employees. 4.Monitor & Infltrate: Continue to monitor this forum and similar sites. We must be aware of the unban services being sold there in order to prevent this from occurring on a more massive scale. (Analyst's Note: For research purposes, I have managed to get invitation and register an account there to observe from this link. Will keep you updated on my fndings.) 5. Conclusion The current situation is untenable. Our strict policy enforcements, while necessary to keep our platform safe, is inadvertently creating a user-led ecosystem that bypasses our ofcial support channels and policy enforcements. The efciency of these forums in solving user problems that we ourselves created for a well known reasons is a direct indictment of our current process.
