  2. Overview • What is an Expert Group • Using Expert Groups • Expert Groups in Episode 3 • En-route execution phase Expert Group • Expert Group outputs • Recommendations & Lessons Learnt Episode 3 - CAATS II Final Dissemination Event

  3. What is an Expert Group • Structured process • Gain from group expertise • More complete vision; • Larger number of factors; • More reliable. • The mission of an Expert Group in a validation project is providing: • A reliable approach to real cases, even when assuming future situations; and • Experience based judgement analysis for supporting the feasibility of the developments to be undertaken. Episode 3 - CAATS II Final Dissemination Event

  4. Using Expert Groups • Pros • Concepts development, refinement and clarification; • Qualitative assessments; • Prediction of potential issues regarding future situations; • Support validation exercises design and development. • Cons • Difficulty to produce quantitative results; • Limited availability of the experts; • Biased vision; • Trend to keep things the way they are; • Pressure of the group. Episode 3 - CAATS II Final Dissemination Event

  5. Expert groups in Episode 3 • Objectives: • Detail on key concept elements in SESAR; • Support to EP3 exercises. • Outputs: • Operational details: refinement of DoDs and scenarios; • Refinement of the approach of the validation exercises; • Analysis of consistency of validation results. • How? • EP3 guidelines for Expert Group plans using E-OCVM; • Meetings; • Storyboarding; Questionnaire-based Delphi techniques; • Professionally trained process facilitators; • Fast-time simulation support (e.g. CAST). 7. Expert groups in Episode 3 Episode 3 - CAATS II Final Dissemination Event

  8. En-route execution phase Expert Group • Iterative questionnaires • Trajectory management in a 4D environment; • Operational change between different separation modes; • Complexity Reduction Management. • Meetings • Review of questionnaires; • Support to validation exercises: • Review of scenarios, assumptions; • Discussion on main issues; • Analysis of results and feedback to the operational concept. • Support to system wide assessment; • Coordination with other expert groups. Episode 3 - CAATS II Final Dissemination Event

  9. Outputs En-route execution phase Expert Group • Questionnaires: • 4D trajectory management: operational constraints • High level of ANSP coordination and harmonisation; • Ratio of 4D equipped aircraft; • Coexistence of several separation modes. • Exercises: • Support to conclusions: • There are processes that although not tactical, should not trigger a CDM process. • DoDs: • Review of the text: • No open loop instructions will be used in SESAR 2020. Episode 3 - CAATS II Final Dissemination Event

  10. Outputs En-route execution phase Expert Group • Other WP • Refinement of OIs influence: • OI’s related to fuel efficiency in the en-route phase. • Hot spots • Definition of TTA: • Level of commitment. • Technique • Preparation of meetings: • Documentation used in EG must be prepared with the exercise leaders; • Important that all experts attend the meeting with a knowledge of the discussion themes; • Time to prepare meetings must not be underestimated. 11. Other Expert Group outputs • Storyboards Episode 3 - CAATS II Final Dissemination Event

  12. Other Expert Group outputs • Q&A spread sheet Episode 3 - CAATS II Final Dissemination Event

  13. Other Expert Group outputs • Fast Time simulation support has allowed quantification of process performance on the landside • Verify that the model can be used to reflect the impact of modifications to the airport processes Episode 3 - CAATS II Final Dissemination Event

  14. Recommendations & Lessons Learnt • The EG should: • Include all relevant stakeholders; • Have a limited size; • Combine expertise on the new concept with operational expertise; • Participate during the different steps of each exercise; • Prepare in advance the meetings; • Have a dedicated project team; • Use questionnaires as supporting material; • Provide a forum via Web. Episode 3 - CAATS II Final Dissemination Event 14

  15. Recommendations & Lessons Learnt Expert Group for Operational Concept Feedback: • Breaking down the concept; • Identify alternatives for unclear concepts; • Clarification of roles and responsibilities; • Identify potential process bottlenecks; • Evidence of different stakeholders views and business outcomes; • Dissemination and get sensible to the needs of the rest of stakeholders.
