  5. Current Challenges Reclaimed Water Issues Drinking Water Supply Issues • Traditional groundwater supplies are limited and could ultimately limit growth • Non-potable water supply needs, such as irrigation, will also increase and could further impact the problem • Minimum Flow and Level on Indian Lake also a limiting factor • Access to reliable “non-traditional” water supplies requires significant capital and operating costs (ie: seawater) • Excess reclaimed water to Halifax River • In 2010, a portion of the Halifax River was designated an “Impaired Water Body” • A Total Maximum Daily Load (TMDL) was established and must be met by 2025 • Potential Basin Management Action Plan (BMAP) in future will describe meeting TMDL • Identify more efficient use of the reclaimed water as a resource

  6. PROJECT BACKGROUND • $3.1M demonstration project • Full advanced treatment (FAT) technology • 200,000 gpd • 2-year demonstration period • The first demonstration scale potable reuse system in State of Florida • Start-up was October 2018

  7. OBJECTIVES • Provide Confidence and Reliability in Technologies • Collect Real Time Data from Treatment Processes • Provides Regulatory Agencies Water Quality Data • Promote Potable Reuse Education and Public Acceptance

  8. DTS FACILITY

  9. Daytona Beach Preliminary Results • First round of microconstituent data • Almost nothing was found in permeate…clean really clean, water

  10. Microconstituents Below HRLs TDCPP @ 6.8 ng/l; HRL of 20,000 ng/l * Non-Detects (Across the Treatment Process)- 17-a-ethynylestradiol - 17-b-estradiol - acetaminophen - bisphenol A - estrone - progesterone - testosterone Caffeine@ 1.3 ng/l; caffeine in cup of coffee (1,600,000,000 ng/l) Ciprofloxacin @ 6.2 ng/l ; HRL of 60,000 ng/l

  11. What Does the Demonstration Facility Do? Collects Trusted Technical Data to Show the Safety of Advanced Purified Water Builds Community Confidence & Connection Advances the State of the Science *All water from DTS facility is returned to the Westside Regional Water Reclamation Facility

  15. Both O3/BAF and GAC Needed to Meet Florida IPR Requirements for TOC

  16. FDEP 62-610 Part V - Ground Water Recharge and Indirect Potable Reuse pureALTA Results  • TOC < 3 mg/L • TN < 10 mg/L • TOX < 0.2 mg/L • TSS < 5 mg/L • Drinking Water MCLs • Pathogens • 12 Month Pilot Study • TOC < 2.5 mg/L • TN = 4.90 mg/L • TOX = 0.06 mg/L • TSS < 5 mg/L • Drinking Water MCLs • Pathogens addressed • Completed in late 2017 (still running)      

  17. The Future – Direct Potable Reuse • Demonstrate energy-efficient technologies that will create a safe and sustainable water supply extending the City’s use of existing sources. • Lower long-term operating costs • Guidance for regulatoryframework • Provide public education opportunities including incorporating in AS2I
