The statement of purpose(SOP) is available to all foster carers, prospective foster carers, children and young people in placement, parents and colleagues from Local Authorities and other agencies. It demonstrates the systems that have been put in place to recruit, train and supervise foster carers and staff. Rainbow Fostering is an Independent Fostering Agency, founded in 1998.
