Implementing Third energy package Harmonising market and network operation rules Enhancing investments in infrastructure - Connecting isolated markets Enforcing competition and State aid rules Promoting regional initiatives

  4. Role of the Regional Initiatives • Forum for cooperation between all relevant actors (NRAs, TSOs, Market Parties) • Addressing specific regional needs • allowing for different speeds and • tailor-made agenda-setting • Practical testing of possible solutions in a pro-active manner

  5. Getting to 2014: Role of the GRIs • Role is the same, but work will be different • Early implementation of FGs and NCs to discover best practices • Pilot projects to discover the need for harmonization in NCs • Moving ahead instead of waiting for a Europe-wide solution

The Role of GRI NW towards 2014How to proceed? • Good results from this region in the past (transparency, DA Pilot, STC, investment)… • …are not a guarantee for success in the future. • Last years output has suffered as result of ‘competing’ work on EU-level • Points to work on: • Ensure broad stakeholder involvement • Be pro-active • Set an example for the other GRIs

The Role of GRI NW towards 2014In practice • Three priorities • Early implementation • E.g. of FGs and NCs: bundling platform, Oversubscription and Buy-back • Regional Investment Planning • GRIPs, cross-border investments, • Pilot testing • E.g. investigating need for market coupling in gas, regional solution to gas quality issues,

Regulation on guidelines for trans-European energy infrastructure • Implementation of 12 priority corridors/areas, necessary to meet EU’s energy and climate policy goals by 2020 and beyond… • …by providing policy and regulatory certainty through a stable and appropriate regulatory framework to promote the necessary investments.

Process of identification of projects of common interest (PCI) – step by step ASAP • For each priority establishment of Regional Groups composed of MS representatives, NRAs, TSOs, Project promoters, Commission, ACER, ENTSOs ASAP 2) Project promoters to submit application to Groups ASAP • 3) Groups to draw up a proposed list of PCIs: • Based on criteria included in Art. 4 • From 2014/2015: with new CBA (as part of TYNDPs) • Projects shall be approved by concerned MS 31/1/2013 4) Groups to transmit proposed list to ACER 30/4/2013 5) ACER to transmit opinion to the Commission 31/7/2013 6) Commission decision on Union-wide PCI list Process repeated every 2 years
