  1. EOP-001 Reliability Standard Interpretation ERCOT Wholesale Market Subcommittee February 18th, 2009 Cagle Lowe Manager – Divisional Project Org.

Overview • NERC has proposed a change to its interpretation of standard EOP-001 which changes ERCOTS situation from having no adjacent reliability coordinators and balancing authorities to having adjacent RC’s and BA’s. • This change creates many additional documentation obligations across multiple standards which ERCOT ISO does not believe increases reliability; but could significantly increase cost and regulatory risk. • This interpretation creates obligations to ERCOT ISO in 31 standards and 61 separate requirements. • ERCOT ISO requests that ERCOT market participant’s which are members of the NERC balloting group for EOP-001 vote against this interpretation.
