IPA 2017 “Promoting transparency and accountability in public administration” The Component 1 will provide technical support on 6 main areas: Strengthening capacities of the State Commission for Prevention of Corruption Promotion of the integrity system Support the implementation of the Law on Whistle-Blowers Protection and awareness raising Anti-corruption campaigns - in public administration, business community and public Upgrade and interconnection of the e-Learning platform with the learning management system (LMS) of the MISA Support of the National Strategy for Prevention of Corruption and Conflict of Interest (2020-2024) - IT monitoring tool (web application) ToR published

USAID – NMSI“Institutional development support provided by the USAID funded program North Macedonia Support Initiative (NMSI)” Support in drafting the form of the declaration of assets and interests Assessment of the ICT and interoperability infrastructure (Reports) Software (register & on-line reporting) Support in development of the National Strategy for Prevention of Corruption and Conflict of Interest with Action plan 2020-2024 & Project assistant Support in development of the Functional analysis and Strategic plan of the SCPC Capacity building Strategic communication segment Several pending activities

Platform of SCOs for fight against corruption / supported by USAID Ethical codes – article 17, para 1, point 25 adopts a Code of Ethics of the State Commission and the Secretariat; Expert support in line with Article 19 - annual plan for monitoring of property and conflicts of interest of officials, applying an approach based on the assessment of the risk of corruption – Methodology for risk assessment in reporting / hiding assets Ongoing

  8. Transparency Macedonia & Institute for Human Rights / supported by British Embassy One year project: Monitoring of the work, effectiveness, transparency and responsibility of the SCPC – started on June 1, 2019

Council of Europe • Research and analysis of corruption – developing indicators for fighting corruption; • Risk Assessment: Typologies of underlying causes of corruption; • Support the establishment of integrity officers in the government, ministries and the Parliament; • Support monitoring of the implementation of the legislation on financing of the political parties and financing of the election campaigns. This is planned to be strengthened responsibility for the SCPC foreseen in the new law on prevention of corruption – training, software solution for monitoring and calculations of financing; • Whistle-blowers protection – advanced training of trainers; • Support the establishment of a training center within the SCPC – needs assessment, training curriculum on anticorruption, conflict of interest, ethics and integrity –for the public and private sector • Establishment of a gift registry – web application; Pending / waiting for approval
