Effective Traffic Strategies Roads Policing (traffic Police) is a demanding role and covers the following areas; • reducing road casualties • disrupting criminality • countering terrorism • patrolling the roads. Driver/Rider Levels and Vehicle Categories • There are three levels of police driver/rider: Advanced Standard/ Response Basic In addition to these, there are also specialist police/security vehicles and roles that are also catered for such as 4X4, off road motorcycle, plain vehicles, VIP protection driving. 13 13 13

Tactical Pursuit and Containment (TPAC) Under certain circumstances and scenarios, vehicles when requested to be stopped by the Police/Security either do not know they have been requested to stop or choose not to stop. This is known as ‘failing to stop’. Authorised drivers and vehicles can be deployed into what is commonly known as a Pursuit. TPAC is the tactical response on how these incidents are managed from both an organisational perspective, and also how it is dealt with on the ground in order to bring the incident to a safe and professional conclusion. 14 14

Police Leadership and Management • Leadership can be described as the quality which connects an understanding of what must be done with the capability to achieve it. • Leadership is a term often misused by those who dispute its value, or by those convinced it is a panacea for all ills. It is not the sole preserve of those in high-ranking roles, but a capability that is necessary and can be developed at every level. • In policing, leadership can be described in four dimensions: individual, operational, senior and organisational. At the individual level, everyone working in policing needs leadership attributes to be successful in their role. At the operational level, incident management and team effectiveness are critical. The task is different at a senior level, which is more strategic yet still requires elements of command. Organisational leadership involves the governance, executive and direction of a service at a systemic level. 15 15 15

  17. Improving Crime Investigation Processes The type of activity investigators engage in and the material gathered varies depending on whether investigations use the reactive or proactive method. However, they all go through similar stages. Every investigation is different and may require a different route through the process, eg, in some cases the identity of the offender is known from the outset and the investigation quickly enters the suspect management phase. In other cases, the identity of the offender may never be known or is discovered only after further investigation. 17 17

Strategic Threat and Risk Assessment (STRA) • Force STRAs will be used to create aggregated collaborative, regional and national STRAs. • The purpose of the STRA is to establish the operational requirements for the police/security use of firearms and less lethal options within the applicable force area or region. • The STRA will enable decisions to be made with regard to the appropriate: • firearms deployment profile across the force (or relevant area) • firearms capability • firearms policy and training • future demands and threats. 20 20 20

  22. S.W.A.T. ‘S.W.A.T.’: Special Weapons And Tactics. IPIA can provide training and or enhancing existing skills with regards to specialist Firearms training to the Police, Security and Military. There are many areas and disciplines contained within specialist firearms training; in the UK they are often the elite staff in their respective organization who undergo many weeks or months of intense training, instruction and coaching. This is followed up by continuous professional development (CPD) with regular refresher training courses. During these on-going training scenarios new dynamic and innovative methods and tactics are developed by the highly trained and experienced practitioners and passed on by our trainers. The mottos ‘Train hard, fight easy’ and ‘Train to live, live to retire’ will often be heard to be spoken in many UK specialist firearms training arenas! 22 22

  24. Specialist Firearms Officer Training (1/2) Our training can be tailored to suit our customers needs and requirement. The following is not an exhaustive list: SpecialisedFirearms Officers (SFO) SFOs carry out pre-planned, intelligence-led, authorized operations against criminals suspected to possess firearms, or are deemed dangerous. They are trained in dynamic entry also known as Rapid Intervention i.e. use of battering rams and other tools (explosive entry) to make entry into a building. They may also train in the use of stun grenades and tear gas. The SFO role requires a higher level of training . SFOs will typically have served for several years before joining an SFO team. SFO’s can also be deployed to deal with spontaneous firearms/terrorist incidents in support of their armed colleagues. 24 24

Vehicle as a weapon (VAW) Other Trainings Suicide Bomber Active Shooter Vehicle Borne IEDs (VBIEDs) Counter Terrorist Specialist Firearms Officers • Tactics, skills and training for dealing with the below for example: • Designed to deal with the spontaneous sighting by a member of the public of a suspected suicide bomber. • Where there is an intelligence-led covert operation to locate and arrest persons suspected of involvement in acts of terrorism. • Where intelligence has been received about a suicide attack on a pre-planned event. • Where armed attackers whose intention is simply to kill as many people as possible, with unrestricted access to their potential targets. In areas such as crowded shopping centers/markets, schools and sporting events. • Vehicle borne IEDs (VBIEDs) are devices that use a vehicle as the package or container of the device. These IEDs come in all shapes, colors, and sizes which vary by the type of vehicles available - small cars to large cargo trucks. • The threats from vehicles range from vandalism to sophisticated or aggressive attacks by determined criminals or terrorists. As well as a convenient method to deliver an improvised explosive device an additional attack methodology is using a vehicle as a weapon (VAW). A vehicle by itself can also be used with hostile intent to breach a perimeter, ram and damage infrastructure, or as a weapon to injure and kill people. • This is referred to as a ‘Vehicle as a Weapon’ attack.  • The use of a vehicle as a weapon is a low complexity methodology and has been used by terrorists to target crowded places. A broad range of vehicles can cause significant loss of life and serious injury. • Attacks using vehicle as a weapon requires little or no training thus are within the capability of most individuals. Online terrorist media continues to inspire and incite individuals to use a vehicle as a weapon as an attack. • Certain Police areas may maintain a cadre of officers trained for counter terrorism operations, These are designated as Counter Terrorist Specialist Firearms Officers (CTSFO). • Some of the operations that these officers would deal with, along with their specialist firearms officer colleagues would be the following: 26 26 26
